Russell got his first order from the military though, selling the lowly entry-level Battle Armor Zagu to the military for a decent price.
But his military-industrial enterprise has not even put up a framework yet.
To eat up the military orders that would have belonged to Stark Industries, it wasn't enough to rely on 3 and Peter.
Even if they were treated like production team donkeys, it would still be just as bad.
So Russell had to build a proper military industry.
That being the case, it would be a good idea to borrow General Ross's identity and connections.
"If that's all there is to it, it's very simple indeed!"
General Ross had been prepared for the worst.
As it turned out, I didn't realize that this was actually what Russell wanted.
This is not a problem for him at all.
Compared to the military orders he had originally committed to, the request was not normally easy.

After settling the Banner matter, Russell has no plans to remain at Culver University.
What needs to be done, he has done.
The rest is up to General Ross and Banner both.
Before he left, he made a point of reminding General Ross.
Don't look at Banner like a normal person now, hell knows when he'll regain his shapeshifting ability.
Lest General Ross hang up before making good on his promise, Russell felt he needed to remind him.

After leaving Culver University, Russell went straight back to the lab.
Just as he was about to take a break and go out for the day at night, his phone suddenly rang.
Looking at the unfamiliar number on the screen, he frowned slightly.
Although he doesn't make a point of keeping his contact information secret, not many people know his phone number.
When it was answered, a familiar voice came through.
"Did you develop the Zagu Battle Armor?"
Without pleasantries or nonsense, Tony asked directly.
"You're very well informed!"
It was only in the morning that Russell sold the battle armor to the military.
After only half a day, Tony got the message.
Not bad for the military's former number one supplier!
"Don't get off the subject, did you develop the Zagu Battle Armor you sold to the military or not?" Tony continued to ask.
"Mr. Stark, think with that big, clever head of yours, do I look like the kind of person who would develop battle armor?"
"I did design a portion of the Zaku Battle Armor, but I didn't develop it."
Russell is telling the truth, he did have a hand in part of the design.
The styling of the Zago and the scaled down performance are two things that he decided on.
"I looked at the technical parameters of the battle armor you gave to the military, the Thermal Axe is pretty good, the rest is a bit ordinary, hasn't your R&D team thought about upgrading the performance?"
Upgrade performance?
Are you kidding me, if you upgraded the performance, it wouldn't be the same price!
"I don't suppose you called to ask that, did you?"
Russell asked Tony rhetorically.
"Of course not!" Tony said quickly.
"I originally thought you were just an assassin with superpowers, but I didn't expect you to be interested in high-tech products like battle armor."
"Remember what I told you last time, I've also developed a set of battle armor, are you interested in coming over to admire it, the performance is definitely better than your Zagu battle armor!"
Although he couldn't see Tony's face, Russell could roughly imagine Tony's expression right now, the kind of expression a small child has when they have a new toy and want to show it to the other children.
"Performs better than my Zagu battle armor, are you sure?"
"Of course! Your Zagu battle armor isn't bad either, but it's still inferior to mine."
"If you don't believe me, you can come and see for yourself!"
Tony said confidently.
"If you say so, it would be too much for me not to check it out."
"In a couple days, how about Saturday?"
Russell thought for a moment and said slowly.
While he didn't know exactly which battle armor Tony had gotten out now, he didn't care about that in the slightest.
Mark 2 or Mark 3, neither of them could be a match for the Zagu form of the Inner Symbiotic Battle Armor.
"Saturday? Why wait two more days, are you busy?"
Tony asked with some confusion.
"It's not that I'm busy, it's just that you just reminded me, so I'm going to take these two days to upgrade my battle armor!"
Russell made a random excuse.
"Upgrading the battle armor? Good, then I'll wait for you for two days, I'll send you the address later!"
After that, Tony hung up.
11pm.
Russell returns to his apartment after completing the serum prestige quest of "Doing a Good Deed a Day".
Day two.
Russell is in his office planning the establishment of the Octopus Monster Military Industrial Complex and contemplating whether or not to approach Bakshi again to get HYDRA to contribute a little bit as well.
Just then, his phone rang.
Another unfamiliar number!
When he picked up, he heard General Ross's voice.

One can tell it's a moody kind of voice!
"Where are you now?" General Ross asked.
"New York, what, another commission?"
Russell returned with a look of relief.
"Yes, another commission!"
"What commission?"
"Banner! Banner has escaped!"
While Russell had anticipated the possibility that Banner might escape from General Ross, he hadn't expected that Banner would actually be this efficient.
It's only been one night, and Banner ran away!
Russell mentally mourned General Ross for a few seconds and said slowly, "What exactly is going on?"
"What else could it be, Banner's transformed again!"
"He transformed into a green giant again, broke the specially customized cage, injured the soldiers guarding it, and took Betty!"
General Ross suppressed his anger and quickly explained the circumstances of Banner's escape.
"You want to commission me to get him again?"
"You're the only one capable of capturing Banner alive right now, so who else to call if not you!"
"Whatever your conditions are, as long as it's something I can do, I promise you!"
It was obvious that General Ross was really getting on a bit now.
But when you think about it, it's normal.
It was hard to catch a target that had been hunted for years.
As a result, not even 24 hours later, the target escaped from his own hands!
If you run away, so be it. The big deal is to start over.
But Banner actually took General Ross's only daughter, Betty, with him!
If Russell was General Ross, he'd have killed Banner by now.
"General, you may not know me a bit well; a commission with the same content wouldn't interest me much."
"Besides, General, you owe me two payoffs unpaid even now, so until you fulfill your promise, General, you'd better hire another one!"
While capturing Banner again wouldn't be too difficult, Russell wasn't about to take on General Ross's commission.
He'd done General Ross a favor.
Anyone else, he wouldn't have accepted this type of promise of payment.
