Amelie was somewhat taken aback:

He never thought that Queen Morgan Rutherford would say such things. Amelie had imagined scenarios where the queen would refuse him, which was quite possible. But he thought the queen would do so because he was an attendant of Hewitt or because his wish was too terrible. However...
Morgan Rutherford said she didn't care about what his wish was; she simply didn't want to fulfill it for him.
Amelie was sure this was not a "tactful" way of refusal but the true feelings of Queen Morgan.
The queen snorted:
"The other guy, what's his name, right, Hewitt, what is your wish?"
Hewitt's tone was very sincere:
"I have a wish.
"I'm looking for a deceased person, can you help me, Queen Morgan Rutherford?"
The queen let out a crisp laugh:
