"What did you say?"
Reynard Johnson was completely baffled on the other end of the phone. Peter Brown had just said he had subjugated Dave Hill's Pirate Group and was now requesting the establishment of a private army on the island.
"Are you serious?"
Peter replied, "Indeed, it is true. You can send a police officer to learn about the situation. These pirates have been wanting to surrender for a while but never had the chance. After I explained the policy to them, Dave Hill led his men to surrender. I plan to select from them—those who qualify will stay as my private army, and the rest will become islanders."
"Hmm, I will send someone to understand the situation. If it's really the case, you would have achieved a merit."
Reynard Johnson still couldn't quite grasp the situation.
Peter went on to say, "Next, I might recruit a large number of surrendering pirates. I wonder how The Higher-Ups would handle this?"
