Bruce Richardson, being a trusted follower of the County High Officials, easily brought Peter Brown into the high official's office.
Peter knew about the situation in the county as well. The high official was named Reynard Johnson, a man parachuted in from The Higher-Ups. Not much was known about him, but everyone refrained from provoking him upon considering his background.
Originally, Bruce Richardson wasn't a particularly capable person, but precisely because he sided with Reynard Johnson early on, he managed to secure a leadership position in the town.
When Peter met Reynard Johnson, he immediately noticed an air of nobility about him. With his discernment, Peter understood that this man must have a powerful backing, probably here for a stint of gilding.
