Until now, not even some of the smaller royal families have had the Supervision Bureau send so many warships. That implies this person was likely a prince from one of the royal family's nine major lineages; otherwise, the Supervision Bureau wouldn't have deployed so many warships.
Luckily, the situation hasn't reached a crisis point. Although the Supervision Bureau has dispatched warships, they've only done so defensively and have not attacked. They've merely come to pick someone up. Once they send this man away, everything else should be easy to resolve.
