After all, the victim is a foreigner. Even if Flame Nation isn't as dependent on foreign investors as it was two or three decades ago, when we almost worshiped them as deities, this matter could still turn into a diplomatic incident. As the saying goes, there is no such thing as a minor event when it potentially affects the whole nation.
