They mostly hunted in areas where the packs would love to stay. The natural habitat of the beast was also something they came to be familiar with.
All the beasts have their own place they want to live in. Some beasts even amounted to a hundred if not thousands when they stayed in a group.

They did not take the risk to enter the depths of the valley because there was no need for them to do it right now.
Even though they might be able to kill a Tier 2 beast with ease, the difference between Tier 2 and Tier 3 is way too large.
