Ever since his rejection of the heavens and all it stood for, he had been completely cut off from the heavens and its resources.
He was an outcast. The heavens had placed a bounty on his and Whiro's head but no one had even come to collect on this bounty.
Kai Syaoran had worked out that this was due to two reasons. The first reason was that if the Heavens had resorted to putting a bounty on these two, then they had to be very dangerous and going after them had a great chance of death or worse. This was the thinking that most people had about the issue.
The second reason was that Kai Syaoran had cut himself from the heavens and Whiro was a god meaning that even the heavens did not dare track his whereabouts. This made it almost impossible to track down the two criminals.
