Among these factions, the extreme hardliners are the most influential and supported because Meteor City relies on them. They have indeed protected and transformed Meteor City.

"They don't hesitate to impose 'Vows and Limitations' that consume their life and potential, or veer off to practice non-core or unrelated 'Nen systems'. That's a mistake."
Bisky shook her head sadly.
"I've seen many talented people die young or become average. Sometimes I think they're foolish, sometimes it's just a pity."

- Regular people, known as "travelers," have a capacity between 0 and 1.
- Beginners who have just awakened their Nen abilities fall between 1 and 5.
- Skilled fighters who have mastered advanced Nen abilities range from 5 to 10.
- Elite Nen users have a capacity from 10 to 50.

This idea was inspired by energy storage systems in combat games, though the final application may differ greatly from the initial concept. Germain will continue to refine his technique through practice.
To focus on this, he chose a secluded mountain forest, where after a long search, he decided to build a simple wooden house near a lake.
