Now, she completely controls this universe, which means she can change whatever she wants; as a rank 14, she can use all universal laws as long as she knows the formula; even more, she can code using her gray energy or the creation energy.
Codes involving those energies are supreme and even able to modify universal laws.
"My aim must be occupying as many charges of reality as possible; still, I have no idea about reaching rank 15." she thought. She has her system, which makes her much closer to being able to reach rank 15 than any other existence, but that doesn't mean she is close; many of her incarnations have been trying for who knows how long but failed.
The difficulty is that she must take over the creation completely, but the creation is infinite, so no matter how many charges of reality she and her incarnations occupy, it won't be the end.
Already, she and her incarnation have taken over most of the detectable charges of reality, but the creation is infinite. There might be another entirely different and separate order of charges entirely somewhere far away.
In fact, according to her estimation, there definitely are completely separate changes in reality; with infinity, even the slightest possibilities are a certainty.
"I cannot succeed like that! Occupying all charges of reality is impossible!" she thought.
For now, she must discover the reason for the reaction that happens when the creation energy and gray energy mix; that may be a clue.
Of course, this phenomenon has presumably always happened, and her incarnations would probably already know; so, whatever the reason, it should not be that revolutionary.
She is still curious, though.
Thinking of this, she started coding the new changes. Now, she can code with creation energy, which, along with gray energy, is the most solid code possible.

Higher-ups of the universe noticed the gray energy fog but didn't truly understand what happened. Not even strong rank 13s, such as Lin Ming, were able to understand what happened.
As for mortals, they didn't notice anything. What they did notice, however, were changes that were happening around them.
Usually, a universe is very liberal with its laws; it has very loose general universal laws and leaves specific laws for the worlds inside it. But, now, with Rachel in charge, she started setting universal laws much tighter, taking control of everything.
Some argue local control is better, but Rachel didn't think so; centralized control is the best; if one can plan everything efficiently from the center, one can do much more than otherwise.
Her ideology has always been like this; for example, her control of her incarnation has always been tight; she has no idea why her incarnations in other universes have become so distant.
First, Rachel disabled all universal law licenses given by the Office; this caused all rank 13s and 12s to basically disappear overnight.
Then, she regularized the time of the universe. Before this, time in endless space within the universe was regulated by the time universal law, and each world had the ability to set its own time rate. Though most worlds were still tied to the universal time, many chose to have their own time rates.
But now, all were forced to, by the universal law of the time, stick to the universal time rate.
Because all licenses were deactivated, nobody could resist even such general universal law, such as time.
Then, she started restricting and rebalancing complete laws. Her changes were subtle but still disrupted many worlds, causing malfunction; fortunately for them, Rachel activated relevant universal law to keep them stable for a few billion years, giving their operators time to fix it.
The next issue is rank 12 and 13 worlds. She has been careful not to ruin them when she revoked the licenses, but now, all worlds containing a universal law are uncontrollable; they may go out of control if not fixed.
Rachel created a central committee to which she appointed her trusted people. Those include Zagronan, Lin Ming, Bertha, Lana, Savior, etc.
She no longer allows anyone to operate a rank 12-13 world; all worlds containing a universal law must be under her supervision, or rather, the supervision of the central committee. She gave the central committee the authority to appoint world managers to rank 12-13 worlds; she will use those worlds for whatever suits her aims best.

"Sigh!" Zagronan sighed; he missed true hell.
He lost control of his universal law, but fortunately, with an infinite complete law, he is still matchless among rank 11s. That means now, he is one of the most powerful beings, even though his strength technically is much lower, as he lost his universal law.
Walking to the panel, he checks the status of his world.
"Name: True Hell
Rank: 12
Coding quality: F+
Efficiency: F
Development: F
Defence: F-
Etc."
"Why is it all F? I thought I coded it perfectly!" he thought. He coded it with Rachel's help, so it's weird that its coding quality is only F+.
Thinking of this, he decided to check another world.
"Name: Clear Water Sect

Efficiency: D
Development: B+
Defense: D+
Etc."
"Even Clear Water Sect is only D-? The panel's standards are so high!" thought Zagronan.
The panel is the one given by Rachel to the central committee to observe rank 12-13 worlds; it can show very detailed info regarding each; what Zagronan is checking is only the surface data.
"Development B+! It's because of Clear Water Sect's vastness!" he thought.
Clearwater Sect is itself a world so vast that it is visible from most places in the universe; its light can penetrate chaotic clouds and reach far, far away. Space inside it is much vaster than it looks outside, encompassing innumerable sub-worlds inside.
"I am going to appoint myself as the next leader of True Hell; this way, I can go back!" he was not enjoying his time in True Hell very much, but it was still much better than now. Furthermore, Rachel is now a rank 14 and probably won't bother restricting him too much; he may be allowed to crush a world or two.

Alex III looked outside, staring into the endless space.
"It's beautiful! I feel like I'm so late to the game! I am only rank 9, not even able to step outside!" He felt emotional.
He is millions of years old, but compared to the universe, he is still an ant. After the world was realized, the supernatural ways opened up, and he managed to officially reach rank 9.
"You like the scene?" asked Lee, who was beside him.
Lee was also appointed to the central committee but was allowed to stay with Alex now.
"Yeah! You said that I could reach rank 13 with Karl's help. Who is Karl?" He asked, confused.
"Karl is your father, in a sense! He had dreamt of having a son but wasn't able to because of the Curse; as he got stronger, the curse also got stronger; his dream remained unfulfilled, but after his death, his dream remained." Lee said.
"Am I his dream?" asked Alex.
"You are only a breath of his dream! But you have the potential to swallow it all and become his dream son… but that would have consequences! You would be bound by him and can never reach beyond him; normally, that means you can never reach rank 14, which is not a serious issue, as nearly nobody can reach rank 14, but now, with the new boss, even ranking 14 may be possible; so I leave it to you! Do you want to turn into true Alex, or do you want freedom?" asked Lee.
Lee knows much more about the dream concept now.
She wants to realize Alex, Karl's dream son, but she won't force him. Her reason is simple; according to her calculations, even if Alex becomes true Alex, his current memory would remain intact, which means that if Lee forces him, he would seek revenge on her. He must be willing; otherwise, forcing him is useless.
Thinking for a while, Alex shook his head. "I don't want it!"
Lee sighed; she guessed the result.
According to what she sees of Alex so far, he is a ruthless person who does anything for more power; he would never accept binding himself to someone else's achievement.
"If that's the case, our ways separate from here! I count it as the realization of Karl's true dream. You can rightfully call Karl your true father," Lee said.
In the end, Alex was formed from the breath of Karl's dream, so it's not false to call him the realization of Karl's dream.
Alex laughed; he doesn't care one bit about Karl or whatnot; in fact, if it could help him even slightly, he has no problem robbing his 'father's' tomb.
Alex is, after all, evil; even after so long, even though he is now much more peaceful than before, he is still as ruthless as always.
Without saying more, Lee disappeared.

Bertha returned to True Hell temporarily. She was appointed as a member of the central committee, which enabled her to travel to all rank 12-13 worlds willfully. This time, Zagronan also came with her, but when they arrived, he went on his way, and she went on hers.
"I won't leave them here!" she thought.
She has become the lord of many people here; she even stood up to Zagronan and didn't send them to the world war event. Of course, she would not leave them to fend for themselves. She couldn't save everyone, but she had a responsibility to save at least those who trusted her.
