One week later-
Luther had send an invitation to many esteemed political figures and influential businessmen of the Empire. Mostly everyone had accepted the invitation, save for few. Those who didn't come thought that Arthur was not a good ruler and hence declined the invitation in protest.
They were skeptical of the ruler Arthur Rueman. He was young which didn't give them much confidence, and the current plight of Indus was also very bad.
Anyway, the people who did attend the meeting, were currently seated in a large hall. They were all waiting for Arthur to arrive. No one knew why Arthur had suddenly called a meeting.
When Arthur entered the hall, everyone turned towards him and bowed to show their respect to the Emperor.
"Take your seats gentlemen." Arthur said as he sat on the end of long table. Slowly, everyone sat down.
"Everyone must know the current situation of the empire?" He asked. Everyone nodded.
"To combat the current situation, our first course of action must be to give our citizens hope. Hope that good times will come. For that we need strong leadership. So, I am creating a new Royal Council which will help me, the Emperor in managing the empire." Arthur's words was the knife which cut through the building tension in the hall.
Everyone erupted. People were screaming at each other and Arthur. Everyone was arguing. Arthur watched them for a while. After he had enough, he clapped his hands to get everyone's attention.
"Now I know what you may be thinking. Why am I doing this? Well the answer to this is very simple. I alone am not enough to manage such a vast Empire. So I need people, capable people to help me in management. There will be groups, and each group will have a Minister who will overlook the actions of the entire group. The deciding of Ministers will take place at a later date."
Arthur smiled and clapped. The gates to the hall opened and in walked two men with a tray filled with paper. Each of the paper was given to each of the seated persons. When they looked at the paper carefully they found that it was plan. Rather, plans. Plans to deal with the current situation.
