The apartment building was meant to be a temporary shelter from the rain, nothing more. They intended to carry on their way as soon as it became less intense, thus they didn't bother entering any of the apartments, just sat down on the hallway's floor.
But instead of subsiding, the rain only became more violent. In the face of a roaring thunderstorm, it was clear that going outside was not a good idea.
