Vladmir did nothing to stop him, no, he said nothing because he had nothing to tell him other than for him to get lost. Just like he told him at Christopher's Russo's family house before he pulled the trigger.
He was supposed to feel okay, because practically whenever he kills his enemies he gets real satisfaction from getting his revenge. But right now it was different, he felt empty.
He doesn't feel the same after killing Christopher Russo, the guilt that was still eating him up about his father dying was still there, and it wasn't the old man's fault that he wasn't a good son to his father.
