Previously, Dora having regained his memory had realized the hidden truth of the end of the battle against Shaka.
Shaka was in limbs, nearly destroyed, his flesh regeneration couldn't keep up with Dora's attack. He was done for, but at the very last moment, Zury sent him a signal.
He scanned the area around Zury and noticed a tricky situation, Lust was there, but not far away, there was another Sin with high power, too high to not consider.
He realized that if he left them alone, this Sin might kill and take Lust, so he made a decision and sent a mental message to Zury to summon him.
