The Phantom Thief Black Crow slowly turned to look at the mayor, who was huddled in the corner while holding the beautiful "Eye of the Sky."
The mayor then took a step forward.
"Wait! Hold on! You've already taken the 'Eye of the Sky'. Why are you coming over here?"
When the mayor saw this, he started to tremble with fear.
This Phantom Thief Black Crow was not the same as the Phantom Thief; this guy could kill without hesitation.

A mayor in Gotham had to stay calm in dangerous situations while ignoring their strengths and weaknesses and standing firm, even though they were scared of dying.

The Phantom Thief Black Crow swiftly walked up to the mayor after he was done talking and pushed a piece of cloth into his mouth.
It looked like Black Crow had just pulled the cloth out of thin air.
Immediately after, he covered the mayor's head with a black bag.
"I've wasted quite a bit of time here, Mr. Mayor... But you said something right. I agree that killing you won't benefit me in any way. From the beginning, I wasn't planning to take your life."
Phantom Thief Black Crow whispered next to the mayor.
About three minutes later, a loud bang echoed as the reinforced gates of the mayor's mansion were violently destroyed.
GCPD Commissioner Jim Gordon led a team of officers rushing in.
What they found in front of them was a chaotic scene inside the collection room.
Fortunately, after the police searched through the scattered bodies, they did not find any trace of the mayor.
This eased Gordon's worry slightly.
The fact that the criminal didn't kill the mayor immediately but instead took him hostage meant that, at least for a short time, the mayor shouldn't be in grave danger.
The kidnapper must have had a different motive.
"Quick! Search every corner here and strengthen patrols nearby. The culprit may not have gone far!"
Jim loudly ordered the officers.
The police officers were spread out and searched the mayor's mansion carefully.
