"From today, Sedona City will establish a Military Administration Department, responsible for all military operations." Lucas's black eyes swept the room before he said in a deep voice, "The Military Administration Department will have a Director and a Deputy Director. Deputy Director Aiden will take the position."
As for the Director, it goes without saying that Lucas will take that role. He will not relinquish military authority; in fact, he visits the military camp every few days.
"Yes, sir."
Aiden performed a military salute, his upper body straight, right hand swiftly raised in the shortest path, with his middle finger pointing to his temple, palm facing down, wrist straight, and his right upper arm roughly aligned with his shoulders.
This salute was also copied by Lucas; perhaps some things, deep down, are impossible to change.
Lucas opened a drawer, took out a document, and handed it to Aiden with a serious expression. "This document is for your eyes only."
As Sedona City began to develop, Lucas didn't want to make things too complicated at first, to avoid unnecessary complexity. Everything will be added gradually; for example, the Military Administration Department will eventually include departments such as the General Staff and Political Affairs.
"Yes, sir." Aiden saluted again. The weight of responsibility hit him instantly; it was clear that there were significant tasks ahead.
"Now, let's prepare for the second round of conscription. This time, I want a cavalry unit of 200 men. The first-generation cavalry armor has already been fully manufactured by the Research Department." Lucas said with a serious tone.
Lucas was determined to establish the cavalry. Other troop types could be dealt with later; for now, cavalry was the most powerful and versatile unit in terms of mobility.
With a ten thousand cavalry, plus the necessary logistics and support, Lucas believed he could even capture the royal capital in this era, potentially leading to a change in dynasty.
"Understood. I'll get preparations underway immediately." Aiden responded gravely.
"Accept any beastkins who apply, as long as they meet the requirements. We'll take them all in." Lucas instructed. He didn't want any discrimination against beastkins; with full equipment, they could be as formidable as two or three human soldiers.
"Understood." Aiden nodded.
"Young Master, what about the safety of Sedona City once the military camp moves out? That's the concern of everyone here." Ben asked, voicing the primary worry.
"This is the main reason I called you all here today," Lucas said, picking up another document from his desk and handing it over. "Take a look at this document."
Ben took the document and, along with the others, quickly reviewed it. They understood why Lucas wanted to relocate the military camp.
Having the army stationed in the city not only meant a large number of people but also disturbed the civilians and made it difficult to carry out effective training. With the military camp moved, the issue of maintaining law and order in Sedona City needed to be addressed. Hence, a department similar to a public security force on Earth was being established—the Guard Department.
"Starting today, we will establish the Guard Department. Personnel will be selected from the army. I have a set of test papers here. Those who wish to transfer to the Guard Department must score at least 80 points to be eligible." Lucas said.
He took a bundle of test papers from his drawer and handed them to Aiden. "Aiden, you are responsible for selecting thirty individuals from these tests. They will become the patrol officers of the Guard Department."
"Understood."
"The Guard Department will also have a Director and a Deputy Director, but the Deputy Director position is currently vacant." Lucas said helplessly. He had a candidate in mind but needed to discuss it with the person before making a final decision.
The duties of the Guard Department would include maintaining city security, handling criminal cases, and conducting night patrols. It would likely be the busiest department.
Lucas had been busy with these plans for days. For Sedona City to run efficiently, each department needed to focus on its own responsibilities and not overlap too much. For example, if the military were also responsible for handling criminal cases and maintaining city security, there would be no time left for training.
The army will be responsible for warfare and securing the entire territory, including defensive deployments. The patrol officers, on the other hand, will handle city security, firefighting, night patrols, and other internal matters. One is focused on external threats, while the other takes care of internal stability.
For sieges, Lucas didn't want to deal with them directly. His goal was to ensure that enemies would be stopped outside the city gates, never even reaching them.
"Alright, that's all for today. Make sure to communicate the appointments." Lucas said, waving his hand.
"Yes, sir." The group saluted and then exited the study room one by one.
With the study door closing behind them, Lucas relaxed into his chair. He had managed to address part of Sedona City's security concerns, but there were still more strategic arrangements to be made.
"Final adjustments... no, I forgot someone." Lucas pulled out a document from his drawer. It contained intelligence gathered by Drunken Night Restaurant, detailing the daily conversations, social interactions, and personal relationships of a specific individual.
This intelligence was crucial for the next steps in his plans.
"Where is Ryan right now?" Lucas asked softly.
"He should be out shopping. I heard his fiancée is arriving in Sedona City the day after tomorrow, and he's thinking about what gift to buy." Mina replied gently.
"Have him come to the Guard Department tomorrow. I need to see him." Lucas said, setting aside the document.
"Understood." Mina nodded. She was gradually taking over the intelligence organization in Sedona City, as Ben was becoming quite busy. Mina was learning how to manage an intelligence network.
"You want Ryan to be the Deputy Director of the Guard Department?" Annie asked, pulling a lollipop from her mouth and frowning. "His combat skills aren't very impressive. It would be hard for him to control the situation."
"Combat skills are secondary. What I need is his intellect and his upright character," Lucas said, raising an eyebrow and smiling. "If it weren't for you handling domestic affairs, Annie, you would be the best candidate for Deputy Director of the Guard Department."
"Me?" Annie's brown eyes widened, and her lollipop almost fell out of her hand.
"Yes. Even though you can be a bit willful at times, you handle things fairly," Lucas said, resting his chin on his hand and smiling at the slightly flustered fox-eared girl.
"No, I don't want to be the Deputy Director. Let Ryan take that role." Annie said, shaking her head repeatedly. She didn't want to leave the castle to work at the Guard Department's office on the commercial street.
"If you wanted to, I still wouldn't let you go. If you left, who would help me with the work?" Lucas said with a smirk, not teasing Annie anymore. He then continued, "I've decided to appoint Ayesha as the Captain of the Patrol Unit in the Guard Department."
"What?" Mina and Annie both stared in shock. The big cow was going to be the Captain of the Patrol Unit?
"Don't be surprised. It might be the most suitable role for Ayesha. She's someone who can't sit still. Being a Patrol Captain would let her patrol Sedona City every day, and if there's trouble, I doubt anyone could stand up to her with a baseball bat."
There was another reason Lucas didn't mention: the Guard Department needed beastkin. Among those in the castle, only Mina, Ayesha, and Annie could hold their own and control the situation effectively.
