"What are you offering me?" Vol asked.
"Citizenry, for you and your men," the Elder said. "With certain conditions, of course."
"Citizenry…" Vol repeated. He shared looks with his men. That was a word that one didn't use lightly with raiders. After all, they were outlaws at best. Most got into raiding as a last resort, after a string of criminality, and with their hometowns law enforcement sniffing down their necks. Needless to say, they couldn't go back to where they came from. But neither could they settle down anywhere new, without a bill of citizenry.
"A moment," Harland jumped in. "For a bill of citizenry, one would need to involve the Earl. Have you suggested this to Earl Maddon? What fee does he require?"
"Ah, but there are conditions for obtaining citizenship without the bill. The likes of which no Earl could intend to refute, no matter how tyrannical," the Elder said, motioning to the women that he'd brought. "Marriage."
