The senators who supported Emperor Basilius I were resolute in upholding the legitimacy of his rule and the authority of the imperial edict. They argued that Julian's rebellion posed a serious threat to the stability of the Empire and must be quelled swiftly and decisively.
On the other hand, the delegations sent by Julian passionately advocated for his claim to the throne, citing his popular support and the alleged grievances against the imperial court. They claimed that the Marcellus Dynasty's rule was marked by tyranny and unjust policies, driving the people to rally behind Julian's banner.
Amidst the fervent arguments and intense emotions, the tension in the chamber reached its boiling point. The Taxiarchēs, unwilling to yield to the Senate's demands, boldly declared, "If you refuse to recognize Lord Julian's rightful claim to the throne, then we shall defend his cause with our swords!"
The declaration was met with an uproar from both sides of the debate. The senators supporting Emperor Nolan vehemently rejected the idea of capitulating to Julian's demands.
The Consul, attempting to maintain order, called for a vote on the matter. The atmosphere in the chamber was charged with anticipation as each senator cast their ballot.
The vote was close, reflecting the deep divisions within the Senate. In the end, the decision was reached by a narrow margin, and it was declared that the Empire would not back down from its stance. The Senate officially declared war against Julian and his forces, and the Empire would mobilize its armies to confront the rebellion.
(Last time, though Julian was declared an enemy of the state, there was no "formal" declaration of war announced)
The announcement sent shockwaves through the chamber, and the tension escalated even further. The supporters of Julian stormed out in anger, vowing to fight to the bitter end to defend their cause.
The Taxiarch, realizing that the diplomatic efforts had failed, declared loudly before the Senate, "Your decision is regrettable, but we shall meet on the battlefield."
As the Senate session came to a close, the hall was filled with a sense of somber gravity. The declaration of war had been made, and the Empire was now on the brink of a full-scale conflict that threatened to tear it apart.
Nolan withdrew to the seclusion of his private chambers, accompanied by his trusted advisors and esteemed military commanders. But before he did so, he turned back to face the senators and the Taxiarches delegates from Julian.
"The die is cast," Emperor Nolan proclaimed with utmost confidence. "If the Senate desires war, then war they shall have! We shall meet this challenge head-on and defend the honor and sovereignty of our Empire."
His posture radiated an aura of strength and charisma. Lessons from his mentor, Cicero, had clearly left a profound impact, enhancing his oratory skills and presence, even if they were yet to be perfected.
"The Empire stands united, ready to confront any threat that dares to challenge us," Nolan continued. "We shall not falter in our pursuit of peace and justice, even in the face of rebellion and treachery."
As the Emperor's words echoed in the chambers, his advisors exchanged knowing glances.
The momentous chapter in the Empire's history had begun as the mighty Empire was once again plunged into a bloody civil war.
In the privacy of his chamber, Nolan was seated at the head of a grand dining table, flanked on either side by high-ranking members of the military council, each adorned with significant insignias of their rank.
Seeking to break the quiet tension that surrounded the room, Nolan took the initiative to address the assembled council members. "The Empire finds itself in a precarious situation, and I trust that you all share the same concerns," he began.
"Before we delve into the matters at hand, I believe it would be prudent for us to become better acquainted with some of the new faces. Please, allow me the privilege of knowing each of you," Nolan continued. In reality, he was unfamiliar with all of the faces present but he chose not to show any hint of ignorance, lest it be misinterpreted as arrogance.
With a keen eye, Nolan was able to discern that some of the council members were relatively young and may not have had the opportunity to interact with the previous Basilius. And so, he took the gamble.
Immediately, the seemingly oldest of the council members stepped forward and spoke with a respectful tone, "Your Majesty, allow me to reintroduce myself. I am Regino Constantinus, the Domestic of the Schools. We had the pleasure of meeting during your hunting trip some years back."
Nolan nodded in acknowledgment as he listened attentively to each subsequent introduction. "I am Patricius Ooryphas, the stable master of the Military Council," one man stated.
"I am Honorious Staurakius, holding the designation of Hoplitarchēs, Your Majesty," another added.
With each introduction, Nolan carefully observed the faces, names, and ranks of the council members. He knew that forging a strong bond with these individuals was essential to effectively combat Julian's rebellion. As the introductions continued, another one of Nolan's early suspicion was confirmed – the names and military ranks closely mirrored those of the historical Byzantine Empire.
"Joannes Acropolita, the Master of the Camp."
"Ambrosius Glycas, the Amirales (Admiral)."
"Gemistos Diogenus, the Strategos."
"Marcian Philoponus, another Strategos."
And so the introductions went on, revealing the network of individuals and their roles within the military council.
Taking in all the information, Nolan understood the significance of this correlation to the historical Byzantine Empire as it formed a relevant framework of reference to him.
With the introductions complete, Nolan addressed his esteemed council. "My esteemed Councillors, let us now turn our attention to the matter of utmost urgency – the strategy to confront the insolent Julian."
At the meeting, Nolan sat attentively as the council members shared their perspectives and ideas.
Regino Constantinus, the Domestic of the Schools, was the first to speak. "Your Majesty, as the threat of Julian looms, we must prioritize the security of our borders and strengthen our defenses. I propose bolstering our garrisons in key regions to prevent any further encroachment, We must ensure our control in the northern territories."
Patricius Ooryphas, the stable master of the Military Council, chimed in, "I agree with Regino. Additionally, we should ensure our supply lines are secure to sustain our forces during this conflict. Without adequate provisions, our armies will struggle to withstand a prolonged campaign."
Honorious Staurakius, the Hoplitarchēs, leaned forward, adding, "Indeed, but we must also consider the support we can gain from our allies. I suggest reaching out to neighboring kingdoms and forging strategic alliances to strengthen our position, the client kingdom of Suraj is Lenient with policies of Your Majesty."
Nolan nodded, appreciating the diverse insights from his council. "All valid points. We need a multi-faceted approach to tackle this rebellion. Strengthening our defenses, securing supplies, and building alliances will be crucial."
As the discussions continued, Joannes Acropolita, the Master of the Camp, raised his hand to speak. "Your Majesty, we should not underestimate the power of intelligence gathering. Spies and scouts can provide us with valuable information about Julian's movements and plans."
Ambrosius Glycas, the Amirales, interjected, "If I may include, the naval conditions of the empire have degraded. In the twice failed expedition to conquer the realms of Messala and Wrodes, our navy has largely depleted. On the other hand, the navy set by Julian poses significant threat for our army movement. He is reported to have amassed over 120 ships."
Gemistos Diogenus, the Strategos, added, "If we can isolate Julian's forces and disrupt his communications, we can weaken his position and gain the upper hand."
Marcian Philoponus, another Strategos, nodded in agreement, "Yes, and with the support of the tribes of Galba, Julian's forces will have an advantage in numbers. We must find a way to divide and weaken their allegiance."
Nolan listened carefully, impressed by the strategic acumen of his council members. "Excellent suggestions, all of you. Intelligence, naval power, and strategic maneuvers will be vital in this conflict."
The debates continued, with each council member contributing their insight. Some suggestions were met with nods of approval, while others were met with counterarguments.
Finally, after hours of intense discussions, the council arrived at a comprehensive strategy. Nolan stood up and said, "Gentlemen, I thank you all for your valuable contributions. With this plan in place, we are prepared to face the challenges that lie ahead. Together, we shall defend the Empire and ensure its prosperity."
As the meeting concluded, the military council members rose from their seats and respectfully paid their respects to the Emperor before leaving the room.
Nolan walked towards the window, drawn by the sight outside. Beyond the grand palace grounds, he witnessed a bustling scene of several soldier convoys assembling in precise formations. The courtyard was abuzz with activity as soldiers donned their armor and checked their weapons while the sun cast a warm glow over the scene.
Amidst the sea of soldiers, Nolan noticed the distinct banners and flags of different units, each displaying their loyalty to the Empire. The clanking of armor and the sounds of muffled military commands filled the air, creating a tense yet memorizing atmosphere.
Nolan took a deep breath, steeling himself for the arduous days to come . He turned away from the window and seated himself with the desk, studying the orations summoned by Cicero that had yet to be read. One by one, he memorized the speeches and then re-enacted them in his chamber.
He was restless but alas, time was not a luxury Nolan could afford.
