The province of Penmark, like all the other provinces on Ansel, had its own unique system of operation.
Roaming right alongside the humans were creatures ranging from the levels of animals to mutants. It was strange how tamed the feral instincts of these beasts were, all madness gone from their eyes, replaced by either friendliness or submission. There were many buildings around, housing such creatures for public uses. The most use being for transportation.
But this was just for the most part of Penmark. Because outside the harmonious gathering of both humans and beasts, was a split portion of the city where the humans there kept to their own kind.
Penmark was divided by an unbreachable wall, with humans and beasts on three-fourth of it, and the rest being filled by only humans who wanted nothing to do with the madness the major mass was indulging in. And as such, Penmark was governed by two Noble families who reported back to a single Castellan.
