As the room got dark, Dev stood up and looked towards the others.
"What i am about to do will stay top secret that can not and will not leak outside this room. Even if nuclear codes are on the stake, none of you will divulge this information at any cost. Ladies and Gentlemen, what i am about to do is show you my ability. If leaked, it will threaten not our existence but of our whole world, even the universe itself." Dev told everyone in the room with slow but serious voice.
Everyone in the room were on their edge. They understand the gravity of the situation. The expression and voice of their King made them fear about the ability they are about to witness. The only people who would know about this in this room.
Dev took deep breath and calmed himself.
"My ability is summoning. I can summon some stuffs and people from other worlds. The people i am going to summon will take key positions in our Kingdom. They are our friends. Our spear. Our shield. And also the pillars of our Kingdom." Dev disclosed the information about his system to other with calm and slow voice. He wanted every word he said to be understood and stored in their mind forever.
Although the Kingdom that Dev just summoned is fully built after years of planning and customising. It still not complete and in very delicate position. The postion of head and deputy head of various departments are currently empty. He could have choose to summon them but they will have mindset of earth, not this world. This world follows the rule of survival of the fittest. Dev knew that normal individuals of earth level won't work. He need those who have strength or extraordinary capabilities greater than the prodigies of Earth. These positions are empty and these department are working not in full capabilities but they can still manage for a time. But not too long.
Another important thing is that his whole Kingdom has been given customised memories. Every individual believe they were originally on Earth before and somehow they were transferred here. All records are also modified accordingly. But Elly is bit different. She is the best of Modern Earth and have potential of summoned characters.
Back to the summoning. Dev walked towards the empty space in the room and took a deep breath. As this is also the first time he is gonna summon a character, not a modified Kingdom.
"System, i want to use my other gift. Summon Uchiha Madara." Dev said this in his mind.

Uchiha Madara
He wore crimson armour with numerous metal plates, forming protective guards along his chest, waist, shoulders and thighs. Underneath the armour he had a blue high-collared, long sleeve mantle that splits down the lower half and a simple, light-brown obi and a belt. He let his hair grow to waist-length with shoulder-length bangs framing the sides of his face, covering most of his right eye.
He opened his black eyes. The first thing he saw as Dev's face which had a smile on it.
"Welcome my friend. My name is Dev Óneiro. The King of Óneiro Kingdom." Dev said with a smile while also extending his hand for a handshake.
Madara returned the gesture and spoke in calm voice.
"Thank you for summoning me. I am Uchiha Madara. I pledge my eternal loyalty to you. If possible, may i ask your goal?" Madara asked Dev's goal. Which also piqued the interest of others in the room. What was Dev's goal in this new world. Does he want to be tyrant? Does he want to go on war? Does he want all the power in this world? World domination?
"I am grateful for your loyalty, Madara. But lets be friends than just being normal subordinate, just talk casually when its just us and our friends. First speaking of friends, let us introduce ourselves with each other in the room ." Said Dev as he wanted everyone to know each other first before speaking his goal.
Elly came forward and introduced herself first in military style.
"I am Elly Machitis, the Commander-in-Chief of Óneiro Armed Forces." Said Elly in proper manner and reached out for a handshake.
Madara replied back too.
Then AGS also introduced themselves.
After introduction was over,
"With the introduction over, lets me tell you about my goal and this world." Said Dev to finally reveal his goal.
"This world as you guys know is covered by mostly water, at 90%. The world is in the age of piracy. There is big organisation known as World Government. "Over time, the royal families in Mariejois built up their alliance with more and more nations from across the Four Blue Seas and both halves of the Grand Line, eventually turning the alliance into the World Government known to exist today. The World Nobles who are also known as celestial dragons are the direct descendants of these 19 families."
"As descendants of the creators of the World Government, the World Nobles have the highest authority within the organization. My goal is to live freely and happily with my people and my friends. Create a paradise where kid doesn't have to face cruelties of this World. Every person should be free, live their life to the fullest. Reach their full potential. Be happy with their families and friends. For the unfortunates, would be given second chance in their life. Help them to stand up with us again. If they can't stand up equally with us, we won't look them down but instead look out for them. I just want my friends and my kingdom who i consider as my family to be happy and safe. For that, We will help others. Help them to create their own paradise. I am sure World Government and other parties would get in our way but we won't be crushed. They will be crushed no matter who is it. If someone is truly good and need our help, we will help. But those who try to hurt our family will have to pay for their crimes."
Everyone in the room was happy, especially Madara as he knew he was wrong for the war he committed before. He regretted what he did, but alas it was too late for him. He tried to achieve world peace through control and that failed. He regretted at his final deathbed, seeing his own as well his friend dream crushed. But now he was given a second chance. To live anew, with his new friends and family.
A smile appeared on everyone's face, they were happy to be blessed with a King who has such ideas. But they know that they have to be strong or be crushed.
"System, do i have enough points to summon Haki and Rokushiki manuals?" Asked Dev in his mind. Executing the crucial steps to ensure survivability of his Kingdom.
"Yes, would like to summon it for 100,000 points each?"

Thanks to his Nation's 100 million population as well as 5 million extra population which Dev have already guessed about it. He was able to amass these huge amount of Purchase Points / PP.
Two Manuals of considerable size formed on the table.
"This two Manuals contains the techniques of this world that will help us to fight our adversaries. The first is Rokushiki. These are martial arts currently used by World Government agents and Marines which give them superhuman feats.

"And try to master as much as Rokushiki techniques as possible. This will greatly increase our efficiency and capabilities. I want monthly report directly from you."
"Also share basic haki instructions to our Police. The individuals should be carefully selected for this technique. Not everyone should learn it. You can also share this technique to our other emergency services. This will save many lives."
"Madara, i want you to find out if there is some secret information which can be revealed through you eyes."
" I'll do it" Madara simply said back.
"Remember, this information should not be leaked and we should have proper and tight control over it. We don't want our Kingdom to collapse internally on its own due to too much power." Dev warns in serious voice as he knows what happens when you distribute too much power when people doesn't have proper mindset about it.
"Yes Sir! I'll immediately get on it."
Elly grab the manuals off the table.
Before Elly can move any more steps, Dev gave one more instruction.
"Miss Elly, i want you to learn all the techniques as you are the Commander-in-Chief of our military. That's the trend in this world and that's the proper way to counteract it. As people only believe in those who have power to be in the POWER. I don't want my friend and piller to get hurt. You all are precious to me" Dev ended his words with a smile.
This made Elly really happy as she is considered as precious friends and piller by Dev. This put a smile on her face and something else too in her chest.
"I also meant you guys too." Dev spoke this words as he turns his head to his personal escorts, the AGS. "I don't want you guys to be hurt and get overpowered easily. Try to learn as much as possible."
This also put smile on their face as the leader who they follow worries about them. But the helmet hides their smile but Dev knows about it.
"Dev, can i also train them as well as Elly. They are your close supporters and I want them to be strong for you and our Kingdom." gave the input the legend himself.
Madara is the best thing that can happen to them. He is one of the strongest and prodigy among prodigy as well. He turned Obito, from a chunin to hokage level.
"If they learn from you. Its the best. Thank you Madara." Dev appreciates Madara's initiative.
