Tomoe and Elena both knew that just blindly searching for a person in this large city was foolish. So instead of wasting their time doing that, they decided to take help from an organisation who would be much more familiar with this city and the people working in it.
Obviously that organisation had to be among one of the big three as only they would have the most correct information about the city. As for which organisation to contact, Elena left the decision to Tomoe. After thinking about it a little bit Tomoe decided to contact the organisation called "Laughing Jester". This was the organisation which was behind the inn where they were staying.
