The 12 dynasties led by an emperor or empress. They may even be led by a divine being.
Each dynasty will have six empires, and each empire will have ten cities. It's a lot smaller than Planet Genesis when it comes to numbers, but the dynasties are large and their cities won't be that small either.
In this cultivation world, sects are a big deal. They also decided to make many hidden locations around the world, most are great for building a sect location and are outside of certain empires. At this moment, not a single person will own an empire.
In order to to acquire one, money is the key.
