Each Of these settlements is ruled by a Clan/Major family.
Village - Baronic Family - have at least a cultivator at the Nascent Spirit Soul Realm.
Town - Viscount Family- has at least two or more Nascent spirit Soul realm cultivators and also an additional Spirit Soul Realm Cultivator, who is the family head.
City - Ruled by an Earl Family- Has at least two or more Spirit Soul Realm cultivators and an additional Cultivator at Super Spirit Soul Realm.
County - Ruled by a Count family - Has at least two or more Super Spirit Soul Cultivators and an additional Cultivator at The Demi-God Preparation Realm. Any family in this order is said to be at the top carrying immense power and authority as the highest cultivator in this world is said to be at the Demi-God Preparation Realm.
