Now, with all those creatures sent by the Capitol to annihilate them in his possession, taking District 5 would be too easy, so he left the care of District 2 to Brutus.
It is known even before that Districts 1 and 2 are the most loyal to the Capitol. Even in the original story, they had resisted longer to join the uprising.
District 2 housed the military headquarters of the Capitol's air force, which is why it was so important to Jacob. He didn't plan to destroy it as in the original story, but to take it under his control with the help of his intelligent assistant.

The orders of Alma Coin had become secondary, and now everyone unquestionably followed Jacob's orders. The victories and results in this war were more than enough to grant him that authority, something even Jacob never thought he would have.
"Anyone armed will be our enemy. We wear black combat suits, and they wear white. It's not that difficult to identify them."
Brutus, who truly wanted a free world, nodded and said, "I'll do my best. Let's begin."
"Alright, starting the recording in Three... Two... One... Now!" Jacob murmured with an approving nod.
"In these crucial moments of our history, I address you with a proposal that could change the course of our lives and the destiny of Panem. I am Brutus, and although some know me as a fierce warrior and a former tribute of the Hunger Games, today I speak to you as an ally in a struggle that we have all contemplated at some point in our lives."
It was then that Brutus began to speak, his words filled with sincerity, now being heard throughout District 2.
"The District 2, known for its strength and skill in war, has long been a pillar of the Capitol's power. But we must question, at what cost have we maintained this privileged position? Is this truly the path we wish to follow?"
"The Capitol has seduced us with promises of privileges and benefits, but at the expense of our own freedom and the oppression of our brothers and sisters in the other districts. We have been complicit in their cruel rule, fueling the machinery of the Hunger Games and the suffering of others. Is that the legacy we want to leave for future generations?"
"The time has come to rise up and reclaim our own dignity and autonomy. It is not about relinquishing our skills or strength, but channeling them into the fight for a just cause. Our valor and prowess can be employed in building a future where all districts of Panem live in harmony and freedom."

"That's enough..." Jacob cut off the transmission and nodded towards Brutus. "The defenses in District 2 will be deactivated once we arrive, and no hovercraft will be functional."
Boggs, standing beside him, said, "In short, our only problems are the peacekeepers."
Jacob nodded in response and said, "There must be thousands of them. It won't be easy, but we'll have aerial support, something the peacekeepers don't have. And remember one thing, no matter who they are, if they have a weapon in their hands, they are our enemies."
"Understood!"
"[Initiating attack with mutated creatures on District 5, taking special measures to eliminate any peacekeepers!]"
Regardless of the outcome, capturing the entire Capitol's airbase residing in District 2 will be more than necessary to invade the Capitol. Jacob wasn't a noble youth; this world had shaped him in such a way that age no longer mattered in his mind. All that resided within him was the desire to survive, move forward, and never look back.
Right now, just like Katniss, he was a child in a war, a young person who held the key to winning the war against the Capitol and finally liberating this world to which he had been committed. He didn't regret the decision to fight; he was grateful to have made that decision at the time because the lives he had saved were beyond counting.
His intelligent assistant was another essential tool for that. If he hadn't taken it, he couldn't imagine how far he would have come. But he was glad to have made the right decision, one that would lead him to victory.
