Even within the game, only natives could provide a feature called a quest, in any aspect. From complex quests like Ascended and Transcended Class quests to the simplest ones like watering plants or picking apples.
There's still much to explore about this privilege, but Anubis could already envision its limits for advancing Eldoria, at least for forming a sufficiently powerful town.
It's not yet known for sure whether all natives have the privilege to grant quests to players. But it can be reasonably assumed that quests can be passed from one NPC to another. The next knowledge to pursue might be the criteria and absolute conditions under which an NPC can give a quest.
