It's a gutsy move. You approach the entrance to the mall, on your own, looking like the hero of the day. Or at least you will, if everything goes well.

You see armed police officers kneeling down in various spots inside the mall. None of them makes a sound, but they point you toward the toy store where Rogan is located. The captain has fitted you with a small microphone; he'll be listening to everything that happens.
The store itself is right at the back of the mall. It's windowless, with heavy concrete walls on two sides. To take a shot at Rogan, a sniper would have to stand right in front of the store, completely exposed. It's a good place for a siege, in fact, though you guess it makes for a fairly grim shopping experience.
