The alliances in the Naruto world often appear rather foolish.
Let me explain...
Fang Mo even feels it's not much different from kids fighting in the neighborhood.
It's like something along the lines of "Let's attack someone else's village together, and then we can enjoy the benefits together."
Or maybe it's like "Wow, you're so strong that I can't defeat you. I surrender. Let's sign a non-aggression treaty, and I promise not to stab you in the back."
In simple terms, the alliances in the Naruto world are very primitive and straightforward.
They can easily break the alliances without paying any significant price.
But the alliance proposed by Fang Mo is different.
Compared to a mere truce agreement, it resembles a commercial contract for mutual assistance.
For example, if my side has an abundance of rainwater, I can build canals to transport water to your desert area, enabling you to irrigate the barren land. In return, your side, rich in mineral resources, can supply us with metals. Together, we can construct railways using these metals, making trade and transportation more efficient and frequent.
Both sides maintain the alliance by establishing a common "point of interest."
Breaking such a treaty would not benefit either side.
Originally, this kind of alliance would be risky, but with Fang Mo's identity as "Uchiha Madara" and Konoha's future possession of all nine tailed beasts, this alliance becomes more stable due to their almost absolute military strength.
After hearing Orochimaru's explanation, the Third Kazekage seems intrigued by the idea.
According to Konoha's plan, they don't need the Sunagakure's help in attacking other ninja villages; instead, they require manpower, some metal mines, and land reclamation.
The metal mines are meant for laying railway tracks between the Suna and Konoha.
Regarding the barren land, Konoha suggests that the Suna can cultivate crops there. Due to the desert environment and temperature fluctuations, the crops' quality will be better. The Third Kazekage finds it hard to believe, but Konoha assures him that they will send technical experts and Wood Release ninjas to provide guidance on agricultural techniques in the future.
If they can truly grow excellent crops, it would be fantastic.
The Suna has an abundance of barren land and metal mines, especially with the Third Kazekage's ability in Magnet Release, enabling him to extract iron from sand.
"I can join your plan," the Third Kazekage says, "but what about the daimyo?"
"Daimyo's matter can be left to us," Orochimaru smiles. "But it's not the right time to act against them yet. Just wait quietly, and Konoha will show you the sincerity of the alliance."
"Alright, I understand," the Third Kazekage nods, acknowledging the alliance between both parties.
Afterward, they discuss some more details, such as the Sunagakure's development policies, including puppet troops and Wind Release ninjas, both of which are precious talents and will shine in the future industrialization of the ninja world.
Before parting ways, Fang Mo also gives them two bottles of healing potions.
"What are these?" the Third Kazekage asks, looking at the light pink potion in his hand.
"There are S-rank missing-nin in the Suna," Fang Mo calmly explains. "They've set their sights on you, intending to turn you into a human puppet. If you get ambushed, use these potions and escape. I don't want to deal with another brat from the Suna regarding alliance troubles."
"What?!" The Third Kazekage's face changes, not out of fear but anger. As the most powerful Kazekage in history, someone wanting to turn him into a puppet is truly enraging.
On the other hand, Chiyo's expression subtly changes. Human puppets are unmistakably made by puppeteers, and in recent years, there was a missing-nin puppeteer who defected from the Suna. Naturally, she thinks of her precious grandson, but with the Third Kazekage standing beside her, she refrains from saying anything.
Both parties leave with their thoughts, and Konoha's main forces return to the village.
As they return, Fang Mo doesn't forget about Hinata Hatsuhisa, occasionally teaching her some combat skills and sharing food from Steve's backpack.
One reason for doing this is to show Minato and Orochimaru that, although he is from the Uchiha clan, he doesn't exclude other members of Konoha.
The other reason is to prevent Hatsuhisa from accidentally revealing his true identity as Ōtsutsuki from the Happy World, someone who came here just to have fun, not to unify the ninja world.

Just as Konoha's ninja forces return to the village, Fang Mo gets a chance to see the village for the first time. Danzo has the least support since many villagers don't even know who he is. How could someone of his age compete for the Hokage position? But when it comes to Danzo, Fang Mo happens to see him.
He stands beside Hiruzen, and there are two people who seem to be the Hokage's advisors nearby.
After Hiruzen's appointment of welcoming Konoha's ninja forces, he smiles and hands out some rewards and discusses the upcoming Hokage election, then dismisses the majority of the troops, telling them to rest.
However, some elites remain in place.
For instance, Ino-Shika-Cho, Minato, and Orochimaru.
Fang Mo glances around and notices a white-haired middle-aged man standing on the Hokage's rock. He should be Jiraiya, one of the Sannin.
In addition to that, he can faintly sense some auras in the small alleys, likely members of the ANBU or other ninja. It's evident that Konoha has made preparations against his arrival as Uchiha Madara. Even Hiruzen and everyone else wear cautious expressions, as if they are facing a formidable enemy.
"So, this is Konoha's current response?" Fang Mo looks at Hiruzen and sneers, "Hmph, mortals are naturally afraid of gods."(posing)
Hiruzen looks at Uchiha Madara, feeling the oppressive aura from him. Despite setting up numerous watchful eyes and preparing all the ninja clans, can't they detect these hidden Anbu and other ninja? It's impossible, but Uchiha Madara remains composed, leaving Hiruzen feeling a bit chilly.
Recalling the terrifying scenes when he battled the First Hokage, Hiruzen's spine shivers.
"Konoha has no intention of being your enemy..." Hiruzen starts to explain.
At this point, Uchiha Madara interrupts, "For the safety of the others in the village, I must ask you to clarify your purpose here..."
"Purpose?" Fang Mo glances at Hiruzen. "My purpose is to take over Konoha. Do you have any objections?"
"This..." Hiruzen is taken aback by the brazen statement. He starts to believe in Uchiha Madara's identity. But such an attitude makes him uncertain of the latter's intentions. "What do you mean by 'take over'?"
"Exactly as it sounds," Fang Mo states. "Seeing as you are about to retire, I won't be hard on you, my junior. In short, the future policies of Konoha will have nothing to do with you. Understand?"
"What about the position of Hokage next?" Hiruzen hesitantly asks.
"Let them choose on their own," Fang Mo replies. "Aren't these two kids doing well? Let the villagers pick one of them to become Hokage."
"Hmm?" Hearing this, Hiruzen is taken aback.
He thought that Uchiha Madara would vie for the position of Hokage, but it turns out he isn't. This makes him a bit puzzled about the latter's intentions.
Could it be true, as Minato and Orochimaru mentioned, that he only wants to change this world?
But he's Uchiha Madara. How could that be possible?
"So, you stand in my way just to ask me these foolish questions?" Before Hiruzen can figure it out, Fang Mo speaks coldly again. "Get out of my sight."
"..." Hiruzen's face alternates between pale and green.
Since becoming the Third Hokage, it's been a long time since someone dared to speak to him like this. Yet, this person before him is not someone he can afford to offend. He probably can kill him with a single slap. Therefore, he can only swallow all the displeasure and directly use Body Flicker to leave the scene.
"Did I forget to mention you?" Fang Mo turns to face Danzo. "Who are you? Get lost."
"..." With Hiruzen gone, Danzo, who was previously happy about the situation, immediately sours. His face darkens, and he turns around and leaves.
The two advisors also noticed this. They glance at each other and quickly leave without saying anything.
Once all the others have left, Fang Mo turns and heads toward the Uchiha clan's residence.
