That's just it couldn't go on forever, eventually, over time, Hela became too strong and practically destroyed Yggdrasil, thereby almost turning the nine kingdoms into her last Ragnarok, which was supposed to stop the cycle forever.
But she didn't succeed. Not only Odin and Thor of that distant reincarnation prevented her, but the celestials participated in that fight, and even the concept of life, that is, Yggdrasil himself, intervened in each of her battles, because of which, with each lost battle, she weakened and lost his divinity. In the end, finally loses and died in the last fight.
After that incident, the nine worlds were restored for a long time and the cycle was too badly damaged and could not completely end and start anew. Then it was decided that everything that could be destroyed, and what would remain would be stored forever in the world of the dead. So Helheim was only growing, the fragments of the worlds were accumulating more and more here with each cycle, and countless treasures could be found everywhere.

Hela's POV
Sitting on a smooth stone, Hela manipulated and shifted her divine energy. She tried to create things like her Necrosword, but so that mortals could use it and feed it with their power. So that when they died, she could return her things and absorb them to strengthen her divinity.
True, the elf from whom she took this idea not only received energy from mortals through his artifacts, but he could grant them a piece of his power so that mortals could grow it and after death, the powers would return to their rightful owner.
