Barry Allen, the second fastest man alive. In a direct fight, he has never been shown to be above Wonder Woman or Superman. Barry, Wally, and Jay Garrick escaped from the Darkest Knight a little before he was at the height of his powers.

Martian Manhunter has near Superman-level strength, godlike telepathy, intangibility, and shapeshifting. However, in every counter with the Spectre, he struggles but is close to his level in terms of psychic powers. Moreover, as Fernus, he is a Justice League level threat but in most stories he is below that. His telepathic feats against Perpetua and the World Forge put him here.
Hal Jordan and John Stewart are arguably the most powerful Green Lantern members. Hal destroyed General Zod and has accomplished feats of willpower no one else has rivalled while John fought a young Darkseid (not at full power) and is stated to be capable of killing New Gods.
Grail, daughter of Darkseid, killed Hercules and fought Wonder Woman on even grounds. In fact, her Omega Beams shattered Wonder Woman's bracelets and with her sword she impaled Shazam.
Doctor Fate was once nearly driven mad when given power by the Highfather and Orion. Depending on the wearer of the Helmet, his power increases but he is generally depicted to be above Zatanna.
Swamp Thing was nerfed during New 52 and has slowly been regaining the power he displayed in Post-Crisis.
Aaron Reigner (Socialites) copied Zatanna's powers, can copy Barry Allen's speed, and is resistant to Zatanna-level reality warping. He has become a high-level telepath with his ability to give commands across great distances.
Zatanna's power fluctuates a lot depending on her mentality. She can sometimes be stronger than Doctor Fate as evidenced by her performance against Zor and the Upside-Down Man. Typically, due to these mental blocks, she is incapable of tapping into her S-class power but nonetheless remains the strongest sorceress on Earth. For example, she knocked away Wonder Woman, Frankenstein, Aquaman, Black Orchid and Hawkman with a single attack.
Etrigan defeated Cain who overpowered Zatanna once. Batman thought he needed to use the Hellbat Suit to beat him. Etrigan has also fought Superman on even grounds.
Raven is Trigon's daughter and repeatedly stated to rival him if she were to go all out. Due to her own mental block, she rarely displays these levels of power. Even so, Raven is far above Neron who fought John Constantine and Superman once.
Sinestro is close to Hal Jordan's level but has never displayed monstrous feats like he has.
B: Shazam is considered a heavy-hitter close to Superman's level but, as seen in Batman/Superman (2019) when teaming up with Supergirl, Shazam is firmly below Superman. A self-sacrificing Shazam lightning call with Black Adam knocked out Superboy Prime, who had already defeated the entire Shazam family (also before Superboy learned to control his Retcon Punch).
Doctor Multiverse (Maya Chamara) is the Multiverse's autoimmune response to cracks in it created by Darkseid. She fought and ultimately lost to Tartarus, someone who matched Darkseid while infused with all his alternate forms and was at his most powerful. She has a lot of potential and is considered a powerful hero worthy to be on the Justice League Incarnate.
Starro was the first major villain the Justice League fought against. He has telepathy that is either on the same level as Martian Manhunter's or higher.
Supergirl is said to have potential above Superman's but has never really demonstrated as much. She has fought Barry Allen while he was holding back, defeated Cyborg Superman, and one-shot Lobo (not Lobo II who is the real Lobo essentially). While infected by the Batman Who Laughs, she and Shazam lost to a full-power Superman.
Kalel (Superman of Earth 33) is a version of Superman and the president of the USA on his Earth. He reprogrammed Brainiac and was recruited by the Supermen of the Multiverse to help battle the vampire god Mandrak during Final Crisis. He is the leader of the Justice League Incarnate and likely its strongest member.
General Zod can fight Supergirl and Superman but rarely ever wins in recent encounters.
Lex Luthor's Warsuit can fight against Kryptonians, albeit with a poor record.
Captain Carrot is an indispensable member of the Justice League Incarnate. He possesses the power of cartoon physics.
Mary Batson (Earth 5) likely scales to the Prime Earth Mary Batson, placing her here. Below Billy Batson but above a lot of heavy hitters since they possess the same powers.
C: John Constantine's power lies in his intelligence and cunning nature rather than his direct combat ability. He is like a glass cannon and is completely inferior to Zatanna. John is among the 5 magicians on Earth who could contribute to a powerful spell to save the Earth (includes Etrigan, John, Zatanna, Doctor Fate, and Sargon).
Ariel Curry (Aquawoman of Earth 11) is second-in-command of Justice League Incarnate. She was vital to their survival against the Gentry. Ariel is the strongest native life-form on her world.
Powergirl was once regarded as being faster than Jay Garrick. She is a Kryptonian and in Post-Crisis was depicted as being Supergirl's equal, having fought Captain Atom, Wonder Woman, etc. However, in recent years, she has been power-cliffed due to lack of appearances and feats while everyone else around her has been growing.
Avery Ho is a new speedster who received her powers during the Speed Force Storm. She was killed by Godspeed at his peak. She is faster than both Peng Deilan (Wonder-Woman of China) and Kong Kenan (Super-Man of China). She is a member of the Justice League Incarnate which takes powerful heroes across the multiverse. She is likely above Jay Garrick given her invitation to the Justice League Incarnate.
Jay Garrick is an experienced speedster but much slower than the other Flashes.
Krypto is a Kryptonian dog who has all the powers of a Kryptonian under the sun. Lacks feats but briefly fought Superboy Prime once and recently helped Superman defeat the Eradicator.
Gotham Girl defeated Captain Atom with ease but was later defeated by Damian with magic. She did terrify Captain Atom and lowkey traumatized him due to her strength. Put simply, she has the power of a Kryptonian but none of the experience.
Captain Atom is powerful but easily defeated by Gotham Girl.
Maria Mendoza (Wonder Woman of Earth 6) is powered by the Sun God and transforms into Wonder Woman.
Red Tornado is regarded as one of the four people on Earth besides speedsters to be faster than Jay Garrick. Red Tornado also defeated Plastic Man and Doctor Light at the same time.
Plastic Man is a huge threat in Injustice but in the main continuity he is not that powerful. He once fought Fernus in hand-to-hand combat.
Aquaman is stronger than Mera but has never been above Kryptonians.
Mera once fought the Justice League with the caveat that they weren't trying to hurt her at all and simply trying to talk.
Cyborg is powered by the Motherbox so his attack power is quite high. He took down Mammoth.
Hawkgirl's mace is made of Nth and she has done significant feats with it. She does rely on it a bit too much.
Hawkman is arguably weaker than Hawkgirl in recent years.
D: Aaron Reigner (Chosen One) gained Manhunter/Arik's power. He can access the Speed Force and can imitate anything he sees.
Donna Troy is the original Wonder Girl and a more experienced version of Cassie. At some points, she was almost comparable to Wonder Woman but is consistently weaker than Baran Flinders (Mammoth). It took the combined efforts of Donna and Tempest (the first Aqualad) to defeat Mammoth. Superman Robot once killed her with a blast of heat vision.
Cassie Sandsmark (Wonder Girl) is powered by gods and magic. She is well-trained and in Young Justice 2019 overpowered Despero without much effort (Despero in Prime Earth is much weaker than his New Earth counterpart and his illusions were seemingly negated by the Lasso of Lightning). Her power has fluctuated in the past but she is generally above Superboy. She is augmented by her Silver Armour (to counter Trigon) and her lariat syphons life energy.
Average Green Lanterns tend to be planetary threats/guardians.
Superboy (Kon-El) is stronger than Starfire and an artificial Kryptonian who is close to Wonder Girl's level.
Starfire is a walking nuclear reactor and one of the strongest members of the Titans. She is generally depicted as weaker than Superboy.
Black Manta fights against Aquaman regularly through willpower and trickery. He is the greatest treasure hunter to ever live and easily beat Captain Boomerang, Harley Quinn and Deadshot in one-on-three combat.
E: Manhunter/Arik fought Lady Shiva in hand-to-hand combat, adapted, and overwhelmed her. He then beat Lady Shiva and Cassandra Cain at the same time and one-shotted Duke Thomas. He proceeded to fight Batman, Batwoman, Katana, Stephanie Brown, Huntress, and Talia al Ghul and ultimately lost.
Artemis (Bana-Mighdall) has Amazonian physiology, training, weapons (Lasso of Submission), and magic.
Batman Who Laughs is a Batman who never loses. He was defeated by the combined efforts of Batman and Joker. Later, he was defeated by the Apex Predator version of Lex Luthor but ultimately outsmarted him in the end to gain Perpetua's favour.
Prometheus has defeated Batman and the Justice League through prep-time and with his armour which is covered in nanobots that eat away the opponent's brain. His armour can also fly, generate force fields, and contains the styles of 30 of the world's best martial artists.
Angel Breaker can absorb any kind of power with her sword. She defeated Poison Ivy and Harley Quinn. She later defeated Talia al Ghul and nearly lost to Cassandra Cain after being thoroughly analyzed. Angel Breaker then fought and lost to the combined efforts of Batwoman, Batgirl (Stephanie Brown), and the Huntress.
Poison Ivy is powerful but her speciality is influencing people rather than direct combat. Her mental disorder also limits her powers.
Vixen can mimic an attribute of any animal. In other words, she can go vastly faster than light or be as strong as a rhino. She can sometimes even imitate metahuman powers.
F: Batman is within the top 5 best martial artists on Earth. He is a much more rounded fighter than Shiva, using tools and gadgets to overwhelm his opponents. Because of this, he does not rely on martial artists and is an overall better fighter than Lady Shiva and Cassandra. He defeated all the Robins one-by-one while they were mind-controlled. With prep time, he can go much higher than F-class but without it he is in this range.
Bane defeated Nightwing and is regarded as the closest thing to Batman. On top of already being an accomplished martial artist, with venom, he gains superhuman strength, durability, stamina, and accelerated healing.
Dick Grayson (Nightwing) has fought against Deathstroke on many occasions and is considered to be the most dangerous of Batman's students. Besides being a world-class detective and arguably the best acrobat on the planet, Batman also says Nightwing is the best hand-to-hand combatant out of all the Robins. Lady Shiva was impressed by his fighting skills and he once defeated Batman in a spar. His Nightwing Suit can withstand gunfire and his Escrima Sticks can emit high voltages of electricity.
Jason Todd (Red Hood) is said to be one of the greatest fighters to have ever lived by Damian. Due to being the All-Caste's most successful pupil, he has learned secrets nobody else has. He defeated Ra's al Ghul, even disarming him in a sword duel, and defeated a weakened Deathstroke. Jason admits that whenever he fought Batman, he always held back due to their relationship.
Lucas Fox wears an incredible suit that gives him an edge over Cassandra and Lady Shiva. The Batwing Suit is constantly evolving and is a state-of-the-art combat suit, granting him superhuman strength, durability, a force field, invisibility, flight, accelerated healing, and toxikinesis.
Cassandra Cain defeated Lady Shiva in their second counter. In general, she fights metahumans and in her Post-Crisis run displayed superhuman strength. By analyzing stronger opponents, metahuman or otherwise, she can find cracks in their biology and defeat them.
Lady Shiva fought Cassandra and beat her in their encounter. Connor Hawke stalemated her once. Batman lost to her once and beat her another time. Shiva has stated that Batman is someone she considers a great threat.
Strix/Mary Turner fought Lady Shiva after being tired and wounded in several previous fights and despite her disadvantages she managed to break one of her arms.
Connor Hawke is arguably the greatest hand-to-hand fighter in the world according to Batman's files. He defeated Damian and in Post-Crisis Richard Dragon calls him the best hand to hand fighter he's ever seen, next to Shiva.
Ra's al Ghul is a genius who has amassed everything on Earth, from wealth, skill, and knowledge. Whether it be sword duelling, science, magic, or the mystical arts, Ra's is skilled in all. He defeated Deathstroke in combat and is a great threat to Batman.
Katana is one of the best sword wielders of DC and an incredible martial artist. She defeated Killer Croc with a single strike. Her Soultaker Sword is able to penetrate the skin of Kryptonians as well as deflect heat vision due to its magical properties.
Black Canary is stronger than Green Arrow as she is a better martial artist and has the Canary Cry.
Oliver Queen (Green Arrow) is an accomplished archery and martial artist. He defeated Deathstroke when they first met. Batman's contingency to beat him is to just beat him in a one-on-one fight, so he isn't that big of a threat either.
Deadshot has stalemated Deathstroke in a shoot out and fought against him in combat. He fights Batman regularly and fought Green Arrow on even grounds.
Wildcat has trained the best martial artists in DC. He possesses the ability to return from the dead nine times, although three have already been used up.
Rose Wilson is augmented like her father, Deathstroke. She was trained by Nightwing and her Inertron Sword can pierce through the Ikon Armour. In Post-Crisis, she beat Damian and Deathstroke. Her overall power level in Rebirth is difficult to pinpoint but it can be inferred she is still above Damian but below the top martial artists of DC.
Amazon and Atlantean Warriors. Both groups are superhuman in strength, know decent martial arts, and use equipment with effectiveness.
Joker's fighting style is unpredictable even for Batman and Cassandra. Joker has outsmarted Lex Luthor and Batman on many occasions. With Batman, he defeated the Batman Who Laughs. He killed 19 police officers inside the GCPD, killed all of the top lieutenants of every crime family in Gotham, and has bested Nightwing, Red Hood, Red Robin, Robin and Batgirl in battle and held them hostage.
Kate Kane (Batwoman) defeated Barbara Gordon with ease once. She is military trained, a super genius, one of the two leaders of the Gotham Knights, and while working with the DEO, she ambushed Batman and successfully captured him.
Selina Kyle (Catwoman) defeated Talia in a sword duel. Although vastly inferior to Lady Shiva, she is still a very capable and well-trained fighter that regularly escapes Batman.
Talia al Ghul fought Catwoman in a sword fight and lost. She has been trained by her father, Ra's al Ghul. She has injured Batman, tested Damian and got the best of him.
Tim Drake once defeated Lady Shiva by poisoning her and surprising her. He is more of a detective than a fighter, however.
Duke Thomas is a metahuman and a genius-level intellect. He was trained by the Robins during the We Are Robin war, and mentored by Batman, Katana, and Lady Shiva. Duke also trains with Cassandra Cain on a regular basis. With time, he will reach E-class.
Aaron Reigner (The Beginning) has copied martial arts from what he's seen on TV and can easily defeat members of the League of Shadows.
Damian fought Connor Hawke on Lazarus Island but ultimately lost.
Flatline killed Damian once.
Punchline beat Harley Quinn in a fair fight and beat Batgirl (Barbara Gordon) twice.
Harley Quinn is very well-trained and survived an infinite loop of battles.
G: White Rabbit is very fast and once escaped from Batman. She relies too much on her powers, however, and has no formal training.
Barbara Gordon is a super genius but her growth is stunted by her lack of consistent training. She has supposedly never ever missed with her batarangs.
Helena Bertinelli (Huntress) has been well-trained to the point that she trained Nightwing into becoming an Agent.
Harper Row is a genius at electrical engineering but her technical fighting skills leave much to be desired.
Jim Gordon and Alfred Pennyworth are trained but don't have the sufficient equipment to keep up with those above.
Hadiyah lacks feats but has supposedly been trained in the ways of the Question.
Penguin is a genius and does possess some skill in combat. Unfortunately, his fights with Batman can hardly be considered fights given how one-sided they tend to be.
