Two people on horseback were not surprising things in the city. The real surprise was the high standard of cleanliness. It wasn't that people wanted to be dirty, it just wasn't always feasible to waste time cleaning. Water had always been a precious resource and to waste it on cleaning was also not common. There were also age-old disputes over what party should be responsible for the cleanliness of a city or its people. Few wanted to work with waste or sanitation as it was considered even by commoners to make them of lower status.
Tiffaney hated the smell of unwashed people, of raw sewage, of humans in general. It probably stemmed from her time as a captive. Choosing to install the infrastructure for sewar had been lady Dyne's choice, but it was Tiffaney's who made sure soap was everywhere and streets were cleaned, and bath houses built and maintained. She also disrupted leaflets on cleanliness and how it reduced diseases and other expenses.
