During the tumultuous period of the Second Great Ninja War, when Konoha's three legendary Sannin launched a formidable assault on the Land of Rain, a significant portion of Konoha's forces was deployed to face the enemy led by a renowned shinobi.

Exploiting Konoha's vulnerable flank, Sunagakure launched an unexpected attack, pushing Konoha into repeated retreats. However, it was at this critical juncture that an enigmatic figure emerged. This individual single-handedly executed two Sunagakure jonin commanders, decisively shifting the tide of battle.

Even an assasination attempt on the Third Kazekage was made by this individual. Although the attempt was unsuccessful, the enigmatic ninja managed to evade unscathed, instilling fear in the hearts of Sunagakure's shinobi and significantly contributing to Konoha's eventual triumph in the war.

The name of this extraordinary ninja reverberated throughout the nations, with village leaders issuing strict orders prioritizing preservation of life, even if it meant forsaking missions upon encountering the White Fang of Konoha. Even the esteemed "Three Sannin of Konoha" held the White Fang in utmost regard. However, despite possessing immense power, this ninja chose to commit suicide 'because of guilt.'

Akihiko couldn't help but let out a sigh of concern. It was true that Kusagakure Village had been in contact with this extraordinary individual. However, his unwavering commitment to the traditional samurai code led them to choose self-annihilation instead of providing an explanation when faced with criticism. It was inconceivable for someone with such unwavering character to defect to another village.

"While Konoha later dispelled the rumors and portrayed the White Fang of Konoha's demise as that of a hero, honoring him with the prestigious title, we, the Kusa-nin, cannot be deceived!" Mubuki, known for his outspoken nature, expressed his lamentation over the loss of such a formidable figure. "I never expected that even a mighty ninja could fall victim to baseless rumors!"

After Mubuki finished speaking, Uzumaki Yoshinori, who stood beside him, also let out a sigh. "We never anticipated that a Konoha hero would face such a fate! To perish in such a manner, even with the hero's title, what purpose does it serve?"

In contrast, Takeshi Chinoike remained unaffected and calmly remarked, "That's quite favorable, isn't it? Konoha has lost a powerful ninja, but it holds no significance for us, the Kusagakure Village."

His words startled everyone present. It became evident that their loyalties shaped their perspectives. They were now shinobi of Kusagakure Village, and the death of a Konoha ninja held little relevance for them. Moreover, the power of the neighboring major nation had waned. Shouldn't they find solace in that?

However, for Akihiko, that wasn't the primary concern. What weighed heavily on his mind was the imminent onset of the Third Great Ninja War. Yet, before he could articulate his thoughts, Mubuki interrupted with urgent news.

"Reports from Kusa-nin shinobi stationed in various regions indicate a heightened tension in the entire ninja world. Kumogakure, in particular, seems to be engaging in secretive plotting. Additionally, due to their defeat in the Second Great Ninja War, Sunagakure's daimyo has drastically reduced their military budget. They might be gearing up to prove themselves and have not slackened in their ninja training over the past few years." Mubuki sighed, shifting his gaze towards the leader. "War, it seems, is on the verge of breaking out once again!"

The high-ranking Kusa-nin in attendance were momentarily taken aback by this revelation. They exchanged solemn glances and hesitated before speaking, "Have the few peaceful years truly come to an end? Is war truly looming over us again?"

"We cannot say for certain, as Advisor Mubuki has mentioned. The atmosphere in the ninja world undeniably brims with tension. While we cannot predict the immediate onset of another war, the Land of Grass must be prepared," Akihiko addressed the group, his tone gravely serious. "Though we are a small country, we hold peace in high regard..."

Before he could conclude his statement, noticing the perplexed expressions around him, he coughed softly and offered a faint smile. "Of course, there is no need to panic. The Land of Grass will continue to focus on development!"

Akihiko contemplated the situation, recognizing the potential opportunities that arise during times of war. "Our focus must be on the development of scientific ninja tools to enhance labor productivity. We should prioritize the advancement of industries, education, economy, and technology. This is the path the Land of Grass must tread. Development is our utmost priority," he emphasized, underlining the significance of progress for their nation.

When it came to alliances, Akihiko stressed the Land of Grass's unwavering neutrality. "Simultaneously, we must clearly demonstrate our neutral stance and reject aligning with any faction. Regardless of which village seeks our alliance, they must understand the firm position of the Land of Grass!"

His words resonated with everyone present, and they nodded in agreement, their determination shining through. "Yes!"

Silently, they acknowledged the importance of stable development for the Land of Grass. The transformations that had taken place in the nation since Akihiko assumed leadership were truly remarkable.

Confidence in the nation's progress permeated the room. If only the population were larger and resources more abundant, the pace of development in the Land of Grass could be even more accelerated.

As for the alliance treaty of "Common Advance and Retreat" signed with Konoha, they chose to overlook it. After all, they were shinobi of the Land of Grass. Shifting alliances were not uncommon in the ninja world. National development took precedence. Nevertheless, once the war concluded, the Land of Grass shinobi realigned with Konoha. They had little choice at the time. As a small country, they couldn't rival the major nations. They couldn't trust Iwagakure, nor could they fully trust Konoha, given its history of betrayals in the ninja world. Switching sides became a necessity for the Land of Grass shinobi.

"After the meeting, please make the necessary preparations. The autumn harvest holds paramount importance for the Land of Grass. In secret, we must engage in extensive grain purchases to ensure an abundant food supply. Additionally, we should acquire a substantial quantity of kunai, explosive tags, and shuriken," Akihiko directed the group with a grave expression. "That concludes our meeting."

Just as the group was about to respond, ready to diligently carry out their assigned tasks, a shinobi from the Land of Grass rushed in, his expression serious. Sensing the perplexed looks on the faces of those present, he swiftly conveyed his urgent message, "Leader! There are shinobi from Iwagakure here, requesting an audience with you!"

Akihiko was taken aback by this sudden turn of events.

Meanwhile, a group of shinobi adorned with headbands representing Iwagakure stood in awe, their expressions filled with astonishment as they observed the bustling scene unfolding before them.

The vibrant activity and the constant movement of people—was this truly the Land of Grass? It seemed to contradict the fickle reputation they had come to associate with it.
