They knew the figure in front of Jiryoku was merely a mirage created by the Second Mizukage's genjutsu.

Jiryoku could have used his 'Black Hole' technique to make Rasa's entire body disappear, but he was uncertain about what would happen to Rasa's soul. If the soul were trapped in the 'Black Hole' for eternity, it would result in hellish torture, which Jiryoku did not wish to inflict on anyone.
