B-level obeys A-level.
C-level obeys B-level and A-level.
D-level obeys C-level and B-level and A-level.
And so on.
This is why Transcendents especially pursue "assessment indicators" and strive to advance in rank.
Because it represents a climb in "power."
In a strict sense, even if an E-level Transcendent were stronger than an A-level Transcendent, they must follow commands. Otherwise, it would be considered "rebellion."
