The third layer was what took the longest, its walls, Wich where solid slabs, could be seen rising out of the ground by everyone. But when it got exposed to sunlight it became apparent that the stone used was not normal stone it was some kind of metal!
Clay wouldn't tell just anymore but at least 3 of the 5 preparatory minutes was spent finding and talking to metals throughout the forest and asking them to separate out the titanium, nickel, vanadium, chromium, tungsten, Rhenium, and carbon to all fuse with mana as th catalyst. The walls where a mana alloy that would not tarnish and stand tall for a long time even in the face of acids, fire, explosions, and exstensive drilling.
Just the rise of this wall increase the density of mana within the surroundings to quadruple the rest of the earth, with the rest of the military facilities being constructed behind those tall, imposing walls further contributing.
Back in the second layer a portion of the city had been built up into a large super mall with the back half of it conjoined to the third layer Wich instead of just military facilities Wich would train and deploy paladins and other combat personnel like dragon riders also had warehouses for the large corporations logistics needs.
After the third layers completion instead of building the fourth, Clay back tracked and built fountains and lampposts powered by flowers and underground water pipes that had taken up some of the initial prep time. As well as leaving space for buildings to be made according to Nirins specifications later
After this the only manual work that would have to be done would be power line as power transfer in the houses was handled by courts crystals that had been tested previously. Quarts was a easy crystal to ask rocks to compress into with enough mana, and with Clays mana growing exponentially with his massive boom in followers the internal power was no problem. Data transfer was to be handled separately and by technicians later.
The whole process of raising the city only took twenty minutes. And any follower of Silvanecra could go to the town hall to request housing and get a key to a house.
Only problem now was to staff the whole city. Currently the town hall was being managed by a fleet of hummingbirds who struggled to use a pencil.
Tired as a tombstone, Clay retreated to his throne within the temple Wich still stood taller then anything else in the city as nothing could get past its canopy. As he sat there he reached out along his connection to Nirin and told her of his progress and how he needed her help with the teleportation formation that scattered the city.
After a few minutes he got a response saying she would be right there once he sends his spatial coordinates.

Clay dug thought his brain to remember how to find his own coordinates compared to his home planet.

Within a few minutes Nirins throne glowed black as smoke seeped from its cracks as a portal opened and Nirin stepped out in her godly attire consisting of sweatpants and a comfy top.

Meanwhile, across the Atlantic, in an unassuming server room — with a front for phone repairs — nestled between a dry cleaners, and a small bakery. A man with a purple suit and a television for a head stepped out of a power outlet and grew to 6 feet tall excluding the antenna receivers atop his screen.
"Such backwords technology, time for an upgrade" came crackling from is ironically older looking screen.

A few days had pasted and news of a strange program appearing on computers had breached the PIT's information containment protocols. The news of a program offering to upgrade their device, in exchange for a small price, has intrigued many people world wide. The owner of the program, still unidentified.
With many sharing news of actual improvements and even physical changes to their devices the world scrambled to not only get the program, but to make a deal with it.
The deals it offered has slowly but surely ramped up until most devices where under it's control with full agreement from the original owner. The TV head laughed maniacally from its small server room Wich it had only left once. "Nothing shall stand in my way, not even a Popular tree hugging god."

Both gods grew without limits and Clay had even warned his almost 10 million followers not to engage with the program as it was clearly menevolent. Many ignored him got it anyway their faith vanished over the course of the next few days having pledged themselves to another god… contractually.
After a few of these incidents most believers where adamant on not touching any technology infected with the unknown tech gods program.
Meanwhile inside a office of LA, a meeting was taking place.
"Clay can't handle that thing! It is very fit for the era!" A man with a mullet so bad it would make onlookers cringe
"Yeah but we promised not to step in. sooo…" Clay said trailing off. If he broke the deal then his faith power woudl be sealed until he delivered something of equal value to the other party on top of automatically losing.
