Teleportation magic was one of the most difficult skills to acquire and use.
A lot of difficulties were thrown at those attempting to learn it: one of them was a spatial concept that breached the laws of the world. To go from one location to another, a mage had to literally violate the law and teleport.
Of course, the world didn't mind some violating its own rules.
The best example would be players and their descendants having access to spatial inventory and more features that turned many people red from jealousy.
Toying around with Edward's senses and mind, Beelzebub was changing locations… using a trick, not such an advanced skill. He seemed as though he was teleporting solely because he knew what exactly he had to do to deceive Edward's eyes, making him think that he was using the advanced skill.
