Gu Yu was one of the few with the highest power in the Candle Sky Civilization, and also the pioneer of this plan.
She spread the zombie virus on those planets, disrupting the order of the stars. The Candle Sky Civilization would then send spacecraft allowing those planets to choose: to submit or to die. But these choices had nothing to do with her, she was only responsible for creating chaos.
She played this trick with such proficiency, it's unknown how many planets were destroyed because of her.
