The Order of the World stems from Guiwang Mountain, and Guiwang Mountain is the Taoist Ancestral Court involving the Ten Major Immortal Doors and the Four Spirits Divine God Beast, thus naturally, all sorts of affairs are orchestrated by Guiwang Mountain.
Xuanzhen Taoist was indeed happy to entrust these matters to others, but regardless of whether it was the Dragon Turtle or the Phoenix, or even the Divine God Dragon that fancied power, none were interested in these trifles.
However, there was no real need for elaborate arrangements; the only ones capable of managing these affairs were Divine God Beasts, and Divine God Beasts did not need to worry; worry-free, they could handle things perfectly, and worrying might even mess things up.
