The following day
Galan heard about Blackbeard attacking the Drum kingdom. He frowned and decided to call Whitebeard later, ask him what's going on. For now, he had his hands full with this East Blue fiasco…
He tapped on his table and Olvia was standing behind him, rubbing his shoulders. He waved her hands off and said slowly "I don't need a servant." she tilted her head and smiled "A partner?" Galan froze for a moment, replying stiffly "Ok."
Olvia's beautiful eyes widened and she hugged him tenderly, saying "I'm so happy!" Galan snorted, "Enough." she let go of him and sat next to the table, asking "What are we doing now?" Galan spread out the reports, saying "The East Blue will be the first of the Blues to be revised. All the Marine Bases will be thoroughly searched and evaluated. If they are dirty, I don't care, kill them all."
He was expressionless, as though he didn't just sentence thousands to death.
Olvia crossed her legs and held her chin, replying "Won't this be a big move? You're not afraid of being found out?" Galan frowned and explained "I'm publishing what Nezumi did, Morgans is writing the paper as we speak. Afterwards I will make a statement, his source will be a ghost in the East Blue, identity protected by WEJ to prevent retaliation from 'Pirates'."
He tapped on the table and went on slowly, "You have to understand, the World Government doesn't care about the people. I have to show that I do, but at the same time that I'm more worried about the prestige of the Marines rather than the tragedies. If I'm too sincere they will start asking questions. They want a dog, not an emotional and passionate leader."
He shook his head, "This isn't the tricky part. I can manipulate the World Government and the people of the world, the problem is that the Marines' prestige will definitely take a hit from this incident. It may affect the influx of recruits." Olvia flipped her palm out, saying "You can just prove your words with actions, that sincerity will move people. Not to mention you can place Marine bases with our people on Islands that don't have them. The problem then is that you'll take a hit in your personal forces."
Galan frowned and Olvia continued, "But that doesn't mean that the stationed troops are useless. You trained them, they know how to train more. They can train recruits from all these islands steadily balancing the losses with fresh blood. I'm sure there's more hot blooded youths who crave justice in this world than ones who give up on Marines…"
Galan tapped the table with his finger rhythmically, "And the excess who no longer believe can be pushed to the Revolutionaries instead. It's a good plan, however it won't work." Olvia tilted her head as Galan explained "The training my troops went through is not something that can be endured by mere impulse. Each and every single one of them is the toughest of the tough, how many people quit during this process? The gap between ordinary and exceptional is not small."
Olvia shrugged, not caring at all, "So? Who cares? They wouldn't amount to anything if they can't suffer. You think someone else can do what you do? Enduring the suffering of the world? I don't think so. These people were wastes and will always be wastes, we don't need them." Galan sighed to himself, "Your vision is too small. The Blues makes up most of the world, we want as many people from these places, but that doesn't mean that they are weak."
He shook his head and continued "There's many hidden people in the Blues, criminals, retirees, people who are strong but don't want the headache of life. My goal is to drag these people out and force them to do something with their lives. I need a spark to blow up the world… I have the powder keg and the fuse, but no fire to light it. Let's take this one step at a time. Your plan is good, I was considering this too."
Olvia smiled happily and Galan made the order, sending his special units out into the East Blue. First, they took over the 16th Base and restructured it before spreading all over the place.
In the East Blue, Marine ships were constantly coming and going, sailing across the entire section of the world.
This was the power of Galan's troops.
All of them were elites. Galan measured the force and left the rookies with one retiree at every Base. All these men and women were righteous people, not people who kill and slaughter everyone with the 'pirate' label.
Galan trained them to be people not machines. They could investigate and make judgements after weighing their crimes. The Judicial system was broken, Galan would fix it.
A no tolerance policy for Evil, not Pirates.
It didn't matter who.
Olvia was stunned as she understood that Galan wanted the Marines to become the World Police! This was a huge task!
He worked quickly and the paper came out revealing Nezumi's actions.
The People of Cocoyasi read the paper and were shocked, tears flowing from their eyes. Were they about to get redemption?
Marines docked on Cocoyasi and came to the Village Mayor, talking about putting a Marine base on this island. Genzo was overwhelmed as every single marine gave him a deep bow and apologized. Not just him, all the residents were shocked silly.
The old man in charge smiled kindly telling Genzo that they could be good friends, he was sent by Galan to build a Marine Base here specifically, covering most of the islands in the area.
Genzo understood and felt a heavy feeling, agreeing.
Nojiko watched and covered her mouth, crying tears of joy, Bell-mere do you see it? Life's starting to turn around for us!
Galan's plan was a bit crazy. He shrank the range of influence of every Marine Base in the Blues and put more all around. Since these idiots couldn't do anything, he would put more. He was determined to see this through.
What Olvia said made sense, the Marines could recruit on the island.
A few days later Galan was in the Newspaper making a statement.
The World read this and were stunned, basically Galan said about how he was severely disgusted with Nezumi's actions and that it would never happen again. The Marines protect the people and blah blah…
But at the end, it said 'The East Blue will be the first to be reformed, I hope that many young men and women will find the Justice in their hearts to protect the world from evil. The world has a sickness and it must be cleansed.'
Not many people focused on this part, skipping over it as Marine propaganda… But a few people knew what this meant. The 5 Elders weren't one of them, they commended Galan because he shifted the blame to the Pirates saying that they were the problem.
He had been acting for a long time, this was nothing new.
However one person in Mariejois had some doubts, although they were very slight, feeling that Galan was talking too much. That person held the Newspaper in a garden and frowned slightly before forgetting about it, just another dog.
Whitebeard read the newspaper and laughed "What a terrifying guy! Gurararararara!" The crew was confused but Whitebeard didn't say anything, grinning at them. The key was seen by him.
Shanks looked at the Newspaper and rubbed his chin wondering something. Mihawk came to ask him for a snail, saying that he had orders, could it have come from Galan? Shanks didn't know Galan very well, after all, he was a baby in God Valley. He didn't know the machinations but he had an inkling, maybe he should make a visit to Marineford?
Kaido glared at Galan with intense rage and hatred, roaring in Onigashima as he smashed his Kanabo on the newspaper, shouting "DAMN RAVEN!" his body covered in scars all over the place from Galan himself.
Linlin sneered and rubbed her head, saying venomously "Isn't that Vice-Admiral hanging around here…?"
Shakky read the paper and exhaled smoke; recently the Amazons had a better reputation on the sea, many of them being Marines. Shakky was grateful but there was a part of her that was horrified, this guy was truly a terrible man.
Rayleigh laughed and shook his head as Shakky glared at him warmly, smiling "Shut up, Ray!"
Dragon looked at the paper and gave the order, "Move into the East Blue, those who don't believe in the Marines will join us. I want a full sweep." he was answered with a loud roar "Yes, boss!"
Behind him, countless Revolutionaries with hot blood and iron wills.
Dragon turned back to the paper and snorted "Finally had enough, Galan? You didn't even use pirates at the end… Hopefully they don't notice."
Vegapunk was too busy with his experiments to read the paper.
Slowly the East Blue became the safest place in the world, it was only natural. Everywhere you went there were Marines. Although pirates still flew their flags and the Marines didn't chase them, it was considerably less. Only the Evil pirates were killed but how could anyone know this?
They only felt the Marines were terrifying, suffocating them in the cradle.
Galan reviewed the other Blues, the next best target was the West Blue. The reason was that the North Blue was ruled by Gangster families and the South Blue had the Germa Kingdom all over it.
Galan's plan was to invade the West and North Blues before slowly surrounding Germa. However this was something that could only happen in a while because he needed to clean up the West and North Blues first.
He didn't wait, sending out his special units to deal with the North Blue Gangsters and practically the entire clean Marine force to clean the entire West Blue. All the dirty Marines were kept at Marineford.
Sengoku was doing god knows what, Aokiji was wandering aimlessly, and Kizaru was sleeping on some island.
Only the officers that never left Marineford were here while the rest of the dirty ones lazed about at Marineford. Galan had half a mind to move all the clean Marines out and stage a Pirate invasion at this very moment but he held back as that would be insane.
He was a broken man, but he wasn't insane.
As the time passed, Galan got some surprising news!
