The Wen Dynasty emperor, Wen Long, was presented with two ornate boxes.
The first box contained a written agreement with the Yao Empire. A couple of weeks ago, a delegate from the Yao Dynasty arrived. They came to present an accord. This accord proposed that they would do joint research on irrigation methods, and then enough water would be available to both nations as a result. Rather than risk strained relations or perhaps war.
Unlike previous instances, the delegation this time was pretty respectful. It had come to the Wen dynasty emperor's understanding that the Yao dynasty emperor had led a purge against corrupt nobles in their capital city. The Wen emperor became aware of it pretty quickly because a lot of Wen spies and informants got swept up in the whole operation.
