It was actually way worse than simple bullying.
There were plenty of juvenile offenders nowadays. They didn't know when to stop because they were unaware of the severe consequences that their actions could bring.
Or, did she think that she didn't have to face the consequences because she was confident that there would be someone and the law to protect her?
Was that why she could just harm someone else as much as she pleased?
