Early morning, Zhou Ning drove alone to the bureau. Before turning into the back courtyard, he noticed a large crowd gathered in front of the Public Security Bureau's entrance and slowed down to glance over.
In the midst of the crowd, there appeared to be a small, disheveled old man kneeling, holding up a large white sign covered densely with a mass of writing—specific content was impossible to make out from this distance.
Zhou Ning was somewhat puzzled. Could it be a petitioner or someone seeking justice?
Normally, these people would head directly to the municipal government. It was odd for someone to come here, but seeing the old man's utterly despondent expression made Zhou Ning's heart tremble. It felt like in the next moment, the man might crash into the stone lions at the bureau's entrance.
