Although Qin He was a sneaky and vicious b*stard who had no bottom lines, the truth was that despite all of his tricks and underhanded methods, as a whole he wasn't a very clever person. His attacks might be unorthodox and he had sinister methods like poison, curses, and bugs, but ultimately they were all backed by his person as a foundation. He wasn't some sort of mastermind type figure, and even if he used a trick or two to control someone, it ultimately all boiled down to intimidation and direct control.
To put it kindly, he was a control freak who needed to do everything himself, to put it a bit more bluntly… he was too st*pid to be a mastermind, and could just be considered a thug with an evil cultivator's background.
