According to Albert, an operation was carried out in the former Umbrella training facility to murder James Markus and take his research on the T-virus. Albert advised William to be cautious when dealing with umbrellas. He also revealed that they had progressed to the third stage of the T-virus, but the required genes are one in ten million, so Albert obtained a parasite from the Umbrella's Europe lab, and Burkin implanted it into a 35-year-old subject who had been experimented on for 21 years and was practically immortal. The parasite was destroyed and absorbed by the subject's body. Burkin was intrigued by how it managed to survive and identified a new virus, which he is currently appealing for funds to further explore.

After talking with Albert, William decided it was time to publicize his research on the blue and yellow herb solution. He also submitted a formal request for financial support and asked for help in establishing a live testing site for his virus. He kept the chimerical talent hidden from them before disclosing the results of the DX-118 testing on the afflicted chimpanzees.

Spencer was looking over Raccoon City files in his office. He was so taken by Burkina Faso's new virus that he gave his approval for the funds to be utilized for viral research. Taking things a step further, he funded the construction of a brand new subterranean laboratory where the research would be conducted. Then, when he first heard about Williams' study, he was suspicious. Then he learned about the second yellow herb solution and its strengthening effect, as well as how regular use of it could delay aging and potentially help his already failing body. He ended up agreeing after that. Spencer approved the funds, but he didn't pay much attention to William's virus since he thought it wouldn't be as successful as the stable progenitor virus he'd been developing. As a result, he simply delegated someone to find a suitable location for a live test, investigated how to obtain a consistent supply of the yellow herbs, located data compiled from Williams Green House on how to cultivate them, and brought members of the W project team to work on the yellow herbs.

Spencer's grunt had discovered the best place for a live testing setting. Hope, Idaho, is a town of 2,000 inhabitants located in a pretty isolated location with only a few visitors on a regular basis. As a result, William deployed a two-man Umbrella Security Service team and instructed them to implant a highly infectious flu virus into the town's water supply. He waited one week for more than seventy percent of the town's inhabitants to get infected. Platoon Delta of the Umbrella biohazard countermeasure service was sent in to create a "vaccine" and to encircle the town to prevent the movement of information and people. This was done because of Umbrella's ties with the military, rather than bringing in the CDC. The town's people were really tested before being injected with the now-named Hope virus.

The surrounding area was quarantined for six months, during which time numerous samples were gathered for analysis by William and a small team of scientists. They determined that the virus was incubating in the town's population after conducting their research. To avoid suspicion, they lifted the town's quarantine and ordered the biohazard battalion to depart. As a result, William, his team, and three other squads from the umbrella security organization were tasked with keeping a secret watch on the town for the next few years in order to track the progression of the virus and divert people away from their testing area.
