The emperor nodded with a smile. "All right, all right," she said. "I have seen and understood what you all mean. Avarius!"
"Your Majesty?" Avarius bowed to the emperor.
"All your inventions that you have shown me," the emperor said. "I appreciate all of them. Including, the mode of transportation you offer. My own cousin has confirmed this."
Magnius the Mighty then stepped forward, approached Avarius, and looked at everyone.
"Hear ye all!" he said loudly. "This is the command of Emperor Rulca Vuellra!" He then nodded to the emperor.
"I give Avarius carte blanche to build a more efficient land transportation network," the emperor said. "Starting with this Central Empire!"
Avarius was very happy to hear that and bowed again in thanks.
Magnius then took out a green jade medal and gave it to Avarius.
"I give Avarius the Green Draegom Medal," the emperor continued, "as a sign that he has special rights that no one else can deny him!"
