IHPS Australia was different from other branches. Suga recalled someone mentioning that this headquarters didn't enforce the same strict rules and schedules as those in other countries. That was probably why so many unruly men gathered here—they had the chance to cut loose when bored. Instructors rarely supervised the dormitories, and the CCTV cameras installed in every corner seemed useless. As long as the members weren't caught in the act, they could get away with almost anything, facing no consequences.
It was said that the busy period here was only at the beginning and end of the year. Outside of that, the dormitory stayed quiet due to most members were away on missions.
