The divine messengers were creatures of the higher realm, or creatures of a different realm so when they arrived in the lower world, not only were they out under severe restrictions from the voice of the world, they were also under the influence of the Worldline's restrictions and the eternal Laws of the Worldline.
They were weakened beyond measure and still, they were pretty close to the emperor when comparing their most basic strengths.
They were strong and there was something about them that made them special… they were associated with a special organisation of the Worldline that granted them the title of a mercenary.
The mercenaries recognised by this organisation were creatures that could evade a few restrictions of the world as they travelled through various realms. So, they still had the power to deal a significant damage to the enemies on this battlefield.
