The start of the speech was different in the novel from what I imagined but this is a greater way to begin his words.

"This is a warning and something that will happen if we don't man up. Do you understand what I'm trying to imply?" Wilbeyr stated as he looked at everyone, "We've had roughed years in our life but we can agree that this has been the hardest."
The hall became silent at the fact that Wilbeyr had just brought down. Even if that was only small, the scale of the specific problem was enough to keep everyone eager to hear his next words.
