Ystris was the demon-in-charge of Vanitapolis, the capital of the Domain of Pride, the town of Pride. Granted, it would have been more impressive if it wasn't the only town or city in Pride's Domain or if it was in a better state. But Pride's legacy still carried weight, even if Pride had fallen and was far from the same prestige and power he possessed at the height of his glory days. Being a representative of the town of Pride wasn't something just anyone could be. It wasn't something just anyone was allowed to be or could handle.
So, even if Ystris hadn't earned the position through some great battle or by following Pride from the beginning, he was still exceptional, at least among the demons of Vanitapolis and others of the same rank as himself. But that didn't necessarily mean much.
