Even Tori, who'd previously been a member of Easthill's military, didn't seem to know anything about the legacy.
From everything she knew, Easthill outlawed its use just as much as everywhere else in the world. The only faction that openly used it was the cult, and as such, anyone using it could be easily identified as a cultist, then hunted down.
Most of the cult's powerful legacies were of the wind element, and placing this type of bounty on all wind element users prevented them from doing anything with magic unless they wanted to be hunted down.
"I guess there must be some special circumstances at play here… He has light brown hair as well. Almost everyone in Easthill's military is full-blooded from Easthill, especially the higher-ups. This guy doesn't fit in at all."
