To achieve high centralization of power, the Imperial Emperor would have to learn from some of our Federal systems, for instance, there are no nominal aristocracy, all land and resources belong to the Federal government, including the military, which only state governments are qualified to form, and all are under the jurisdiction of the Federal government.
If the Imperial Emperor is smart enough, no, it's better to say that it must be very intelligent, it will certainly want to achieve this high degree of centralization; everything in the empire would be governed by a government formed by the royal family.
